No, you cannot blame tourists for doing what tourists normally do, take photos of themselves with the object(s) of interest.
You cannot blame people if they do not see any harm in what they are doing because they are TOURISTS who may or may not share your faith or religious beliefs.
IF there is anyone to blame here, it should be the local government who installed the Holy Week tourist spot in the first place. They failed to place someone in charge of the location to give and explain the significance of the site for the season to the visiting tourists.

I think na those people na nagpakuha ng weird pictures on the Cross were also Christians. We do all know that the Cross is the most significant symbol for all Christians, especially RC. Ignorance here is not an excuse. Automatic na dapat yan na ito at sacred. You may take pictures pero di mo dapat ito bastusin, like what that girl did.
Should the government be blamed? Yes. Dahil nga wala silang notice na nilagay doon na this is ganito ganyan. Now that the church has spoken na ang mga nagpapapako o nagpepenitensya ay bawal, the local government should now enforce an ordinance na bawal na ang mga ganung gawain.
Should the girl not be blamed? No. Sabi ko nga, as a person, automatic na dapat yan. No need for warning signs na this is ganito ganya.
