    I hope COMELEC as much as possible in coming up with the bidding rules for the computerization of election must consider local companies...

    We have lots of very good IT experts here and perhaps manufacturers of software and hardwares that can be used for the election...

    [SIZE=4]Definitely, we have good software companies here employing excellent IT programmers. In fact, many Filipinos excel in this field. Much of the telecommunication programs where invented by Pinoys. The SMS was actually developed by a High School Student from the Philippine Science High School while he still was a fourth year student. He became the Regional Representative for South East Asia in an Intel International competition on software Programming.

    Computer chips are drawn and miniaturized along with actual precision machine cutting of the dies to mold the chips is done here… chips and some boards are manufactured here but the CPU’s and other computer main components are fully assemble elsewhere.

    The really big problem of domestic suppliers of IT goods and services is that they cannot come across with the “Ano-ba-sa-atin diyan?’-question often asked by corrupt officials. Unlike the Multi-national companies (MNC’s), domestic companies do not have enough ‘pisi’ to fund fully even the corruption… Dito, hindi lang hope kelangan hard prayers also.

    The government should seriously and strictly implement the self-reliance program of the AFP...

    ...and the AFP can start by buying guns and ammo from local arms companies such as Armscor and Floro...

    ...ships from the Cebu Shipyards....

    ....armored vehicle from local manufacturers instead of those Simbas from UK which are very expensive....

    They are now buying from local manufacturers 45’s and other firearms. What is needed is to support the upgrading of our technical capabilities in the field of armaments like coming up with our own night vision gadgets and some others even the simple parachute that we still import. The reason why most are imported siempre… “ano ba sa atin diyan “ pa rin ang usapan that local entrepreneurs cannot afford to come across kasi maigsi pisi.

    I recall mentioning this at the Philippine Defense Forum (Timawa?) years ago.

    At the very least, the Philippines should stop being dependent on the US and consider alternatives such as Russian-made arms and hardware. Russian hardware are famed for being low-maintenance even though they may seem a little crude.

    For the kind of wars the Philippines are currently facing, internal ones such as the Muslim insurgencies down south and the NPA elsewhere, the hardware don't need to be terribly sophisticated. They just need to deliver a strong punch.

    The Philippines does need to shore up its military considering all her Asian neighbors are arming to the teeth.

    Maybe some armaments from socialist countries may be cheaper but theyare soemwhat 'clumsy' in handling. Maliban sa mabigat ang tindi pa ng sipa. It would also be best that we produce our own.

    The main pluses of Russian hardware are ease of maintenance and toughness. I've handled and fired an AK-47. I found nothing clumsy about it. It's not heavy to me and the kickback doesn't feel that bad. Of course, I'm also used to firing my uncle's Remington shotgun. The kickback from that is like being kicked by a donkey (and yes, I've been kicked by a donkey before ). The AK-47 feels good to carry and at firing. There's good reason why many insurgents prefer it to the M-16/M4 and it's certainly not politically motivated.

    If a gun's too heavy.... oh well. This is for the military. Each soldier should get in shape so it won't feel heavy. You carry it and use it long enough, you'll be in shape anyway. Me? Although I didn't use it at all, I still prefer the weight and feel of an M-14. An ex-Marine friend of mine owns (a semi-auto) one and he'd let me fire it once in a while.

    There's many countries producing the AK-47 under license. It's probably much easier than doing the same with Western weaponry. If the Philippines can produce them, then it can improve on the design such as the weight and kickback problems you mentioned.

    If you want to get spun up fast, you don't start from scratch. You take an existing design and improve on it as needed. It's what the Koreans did. It's what the Chinese did. The key word is improve. That's the difference between a cookie-cutter assembly line and having your own weapons industry.

    Another weapon that's very effective but economical is the RPG. Very cheap to produce and lots of bang for the buck.

    AK-47 and RPG.... Two weapons that are perfect for the Philippines.
