    di kaya namumutla sa hiya si lito lapid at ang anak nyang kagaya nyang corrupt na si mark? from 29.1M/year taxes under their stewardship to 1M/day under the admin of among ed the priest-on-leave! eto dapat ang gayahin ng lahat ng "public servants"

    teka lang. if now they are collecting 1M/day, e di ang nawalang taxes under the lapids would be a staggering (365-29.1)x 3 years x # of terms of the lapids! that's a whopping 1.007Billion pesos per term the lapids served!

    CITY OF SAN FERNANDO -- Leaders of a private sector-led quarry watchdog have recommended the use of electronic transactions and computerized monitoring to protect the sand industry from corruption.

    The move, proposed by traders in an open forum at the launch of the Task Force for Progressive Pampanga (TFPP) on Wednesday, came as collections showed that sand quarrying was becoming the single biggest source of local tax in Pampanga.

    On Wednesday, quarry revenues reached P20 million, which was P9 million away from the P29.1 million collected in 2006 under the administration of former Gov. Mark Lapid, a report from the provincial capitol showed.

    Rene Romero, chair of the Advocacy for the Development of Central Luzon that convened the task force, said a research and monitoring committee would study the recommendations.

    Two volunteers, including the business processing outsourcing firm CyberCity Teleservices, have begun studying possible systems.

    Initial ideas include making quarry operators pay directly to the depository bank of the provincial government by swiping ATM (automated teller machine) cards.

    Another is the use of digital cameras along roads to record the license plates of trucks. Still another is the use of a computer-linked weigh bridge to measure the volume of sand hauled out of the province.

    Real-time reporting of revenues on Internet is another.

    Vice Gov. Joseller Guiao, the speaker during the launch, said the application of modern technology in the quarry system would be incorporated in the proposed ordinance.

    That ordinance, he said, would institute a system not prone to graft. The next provincial administrations are bound to implement it if they must protect public revenues, he said.

    “Among Ed (Gov. Eddie Panlilio) is not going to be the governor forever. We might not have a governor as committed as him,” Guiao said.

    Quarry revenues have averaged about P1 million a day since July 2, Panlilio’s first day in office.

    Panlilio, a Catholic priest on leave, had said he would serve for only one term or three years.

    The governor, backed by a special committee supervised by provincial administrator Vivian Dabu, has increased quarry collections by more than 1,000 percent by requiring operators to pay sand taxes at the provincial treasurer’s office, not at roadside checkpoints.

    actually ito yung real reason behind....bago pa makalabas ng expressway ang truck halos hindi bababa sa 5 roadside "check-points" ang kanilang aabutan (usually P40 per truck so that is already about P200).

    In fairness NOT ALL will go to the Lapid's hand.

    Sa pampanga ang isang truck na 10wheeler ay worth P600. When it reach manila it can almost be doubled. Ang alam kong cost nito sa quarry is less than P200 per truck.

    Palagay ko nga lahat ng tao all along the line ay nakikinabang kaya walang umiimik. Kaso galit ngayon ang mga may 'cut'. Sa national level tingin ko ganun din. Kaya mentras maliit ang budget at gastos ng gobyerno, mas maigi sa taumbayan.

    how i wish all leaders will be like 'among ed', but i have this feeling that he will not be able to finish his term.God help him.

    i guess the question is hindi kung hanggang kailan magtatagal yun pari, kungdi hanggang kelan magtatagal yun natural resource. hindi naman forever yun sand dyan, mauubos din yan
