Among the improprieties detailed by the Freeh report, and carried by the international press, were the more than $110,000 worth of payments made on 36 separate occasions (including, by the way, a $4,642 bill run up by then President Arroyo’s husband Mike Arroyo, who must have been there under Pagcor auspices) for “luxury lodging, extravagant dinners, shopping, and cash to spend” for both the former and current Pagcor chairs, as well as the occasion when “Okada arranged for Pagcor Chairman Naguiat, his wife, his three children, his nanny, other senior Pagcor officials, one of whom also brought his family, to stay at Wynn Macau.”

The case is similar to the case of CJ Corona and his PAL perks... but at least the investigation now will be directly about possible bribery. The problem is that so far, the only source of information is from Wynn, who has a vested interest in discrediting Okada. The information has to come from an impartial source for the investigation to get anywhere.

The question in terms of hotel accomodations is, at what level does it go from courtesy to impropriety? Providing accomodations to government officials to facilitiate a business meeting with them is okay. Accomodations at a relatively nice hotel (given that Okada owns it) is okay. But accomodations for the whole family is over the line, I think, but the matter has to be looked into carefully.

My mother used to work for the government as a member of the DECS technical panels inspecting schools. Such inspections would sometimes last up to two or three days. It was accepted practice that schools in the province provide accomodations and food for members of the technical panel. It was also accepted practice that they give a small amount of "pasalubong"... usually fruits and candies. But expensive gifts were an absolute no-no, and technical panel members often had to return gifts of clothes, jewelry and fancy bags... though few school owners were brazen enough to give outright monetary bribes.

Erap then Villar..At kesa magising ako every morning for 6 years na bitter, Id rather look for something positive rather concentrate on the negative na up to this moment wala pa namang massive corruption allegations, allies being involved in the massacre of 50 plus people and doing nothing.
