    MANILA, Philippines – (UPDATE) Pampanga Representative Gloria Macapagal-Arroyo began her first day as a lawmaker by attempting to resurrect Charter change.
    Arroyo and her son, Camarines Sur Representative Diosdado Arroyo, co-authored House Resolution 8 which calls for a constitutional convention to propose amendments to or the revision of the 1987 Constitution.
    Staff members filed the measure, which if successful, could change the system of government to one ruled by a prime minister rather than a president.
    Arroyo also filed a bill to protect all species of sharks and rays in the country, and co-authored seven other bills with her son.
    Arroyo's successor, Benigno Aquino III, played down the Charter change initiative, saying she did not have the support in parliament to succeed.
    "The filing of the Charter change [resolution] is not a threat as far as we are concerned," Aquino's spokesman Edwin Lacierda told reporters.
    "If we are able to convince the members of the house that this is not a valid or a good time to amend the constitution, then that will be dead in the water."
    Arroyo, who was required by constitutional term limits to stand down after nearly a decade in power, has long been suspected of wanting to continue leading the country.
    She took the unprecedented step for a sitting president of contesting, and winning, a seat in parliament in the May 10 national elections.
    Arroyo's critics have accused her of wanting to use her position in parliament as a platform to change the constitution and become prime minister.
    During her presidency, Arroyo had frequently said the gridlock arising from the presidency and parliament not agreeing on policy directions was holding back economic progress.
    She tried repeatedly to change the constitution, but her initiatives were blocked by the Senate, many of whose members, including Aquino at the time, harbored their own ambitions to the presidency.
    Political analyst Ramon Casiple said Arroyo's fresh bid to change the constitution could also be part of her efforts to avoid possible prosecution for alleged crimes committed during her time in power.
    Aquino has said he intended to set up a Truth Commission to investigate and possibly prosecute Arroyo for alleged vote rigging, corruption and rights abuses.
    A change to another form of government would derail the work of the investigative body, according to Casiple, from the Manila-based Institute for Political and Electoral Reform.
    "It's just a matter of time before the... commission starts its work," he said.
    Arroyo and her aides could not be reached for comment Thursday.

    On college three or four years ago, hot discussion na sa social sciences and politics class namin itong GMA megalomania na ito.

    She was yearning to be prime on a Philippine parliament since she was president, but no one could be so sure she'll be hitting it until just today, to nobody's surprise.

    Her 2nd bill will give congressmen/women immunity from suit while in office, while her 3rd bill will also give former presidents immunity from suit 20 years after stepping down from power.

    Who says she's not willing to face the charges against her?

    kaya nga mahirap kahit sinong presidente to maintain power. syempre mga tongressman dun sila kung san sila "makikinabang". kahit ivetoed pa ni p.noy. uulit lang at uulit at sasabhin lang nila representante kami ng bayan. kung di "sasayaw" si noy sa tongressman e baka lumipat sa kabila. so in the end, kung sino mas kapanipakinabang sa mga congress. mahirap lang nyan e malamang "tabinging daan" yan considering the history of congress. yan ang hirap sa "paramihan" :D

    ang labo nga eh, sabi nila tuta daw ng kano yan si GMA. tapos ang pinu-push ni GMA charter change to parliamentary system. eh ayaw kaya ng kano tayo maging parliamentary

    ako gusto ko maging parliamentary tayo but I love the US of A. ngaun na medyo perceived as a lameduck president natin, malamang nga talunin ni GMA yan si Noynoy

    I would like to know first what are the salient points or the focus of the proposed charter change before making hasty comments.

    IMO, we really need to amendment some parts of to the constitution.

    hopeful pa rin pala si pandak.... kung nun time niya na hawak niya sa leeg ang kamara tapos presidente pa siya pati senate hawak niya majority, pati SC eh hindi nakalusot yan chacha paano pa kaya ngayon

    eto kasi yan, kasi ang dami dito sa'tin napaka-ignorante on what's going on talaga.

    the clamor for charter change has only 1 objective, make our govt. parliamentary.

    in Marcos time, he succeeded in making it both. may PM na tayo, may Presidente pa.

    ngaun age ng internet at talakayan sa forum, hindi na pepede pang-iisa ni Marcos.

    now i believe there are two forces trying to influence the Phils: one is for parliamentary and one is for us to stay the same. HK and Singapore are both parliamentary and both are progressive countries in the ASEAN region, and so by logic, since we are in the ASEAN, baka mas maging effective nga sa'tin ang parliamentary.

    regarding the US stand, i think there are two opposing forces within the US talaga. siguro baka the US Senate wants us to stay the same, pero ang US executive branch wants us to become parliamentary. and that's why noon panahon ni Ninoy, it was the US Senate who helped him topple Marcos. kasi nga naman parang abomination eh, Parliamentary + Presidential System ang pinatakbo ni Marcos. tinalo pa nya US hehe. in fact may bonus pa, pa kasi si Imelda viewed herself as Queen, so para tayo England, may monarchy.

    now last elections, kahit botante ako i went to the US and traveled. kasi i don't believe in the democratic electoral process anymore. i don't believe in giving power to people to vote with their limited knowledge and education and more importantly, i just hate seeing people who are exempted from taxes shout it out like they are the most intellectual when in it comes to govt. affairs.

    gusto ko talaga parliamentary.

    Kung sa democratic republic system nga eh marami nang nagawa si GMA and her allies for personal/family gains, how much more in a parliament system where she has more and "infinite hold" in power as prime?

    Parliamentary best worked in HK and Singapore kasi "less" ang corruption dun and consistently and effectively enforced and laws nila.

    They didn't always need to effect much necessary change from the already proven and stable state Britain has left them to begin with.

    The Philippines is much far from that.

    Although I'm not saying democratic republic set-up really works. Take a look around and I might have to agree with parliamentary. But it all ends up to who will be holding prime power and how able is he/she to have one.

    Eto lang alagaan ni Noynoy, yung relationship nya sa Congress. Kung at least 33%+1 kaalyado nya ayos yan GMA can do nothing to push her agenda since PNoy can always veto any bills he deems crap!

    now thats the hardest part. congress majority is trapo(no pork barrel no support). now, kakayanin kaya ni noy kainin ang prinsipyo para dito. masama mag allburuto mga congressman, baka gatungan ni binay.:D

    Speaking of GMA the kapal muks continues... Dumaan sila sa NLEX kanina and yes naghariharian uli sa kalye by passing through a closed booth and not pay any toll fees... Hay buti na lang talaga she is just a congresswoman na lang so her power is not that great anymore!
