north america and europe need more fuel so's they not freeze to death..
it's more on market sentiment
oil prices have been steadily rising since last week coz
1. OPEC+Russia agreed on additional production cut
2. US-China phase 1 trade deal
so you got lower supply and stronger demand outlook going into 2020
hedge funds went long crude oil
Is the train law for fuels be implemented this 2020? How much will be the increase this January?
dok kailangan na magmove on ng pinas pag sa passenger vehicles eh no more desel. Walang kabuhay-buhay mga sasakyan ngayon. No swag!!!! Tractora looking.
And in the longterm magbenefit din naman masang pinoy, Less smoke pollution, Less noise pollution. Inner peace shifu.

On January 1 the sulphur cap on marine fuel takes effect
unless ships are fitted with scrubbers (to wash sulphur from exhaust smoke before release) they'll have to switch to low-sulphur fuel
currently they're using HFO (heavy fuel oil) which is very dirty so they have to switch to LSFO
guess what? LSFO is diesel territory
ocean transport will be competing with trucks and other diesel users for the same fuel
price pressure on diesel is to the upside
unless we see continued slowdown in global trade (less demand for shipping)
