    taxes

Dapat mas mura diesel coz diesel is easier to refine than gasoline

Pero ultra low sulfur diesel is more costly to refine than ordinary diesel

while diesel is comparatively cheaper to refine than gasoline,
the bottomline is, the various petroleum refined products all come from crude oil. in the process of refining, the various components of crude oil are all going to come out, whether they like it or not.
aviation fuel, petroleum gas, diesel, gasoline, bunker fuel, tar, etc...
even if the refiner's interest is on gasoline alone, the refiner still has to "do something with the other components".
how much they want to sell each component, depends on them. but the bottom requirement is, the cost of crude oil and its refining costs, should be covered.
jut can probably provide a better answer/explanation.

    refiners don't always make money

they are price takers not price setters

they do not have control over the price of refined products (mas lalo wala sila control over the price of crude oil)

those prices are determined by the market

refiners have this thing called crack spread

it's the spread between the price of crude and the price of refined products

they make money when the spread is positive but there are times the spread falls to zero and even negative

    for example:

Just 4pesos difference. Pero si big 3, mid-oil and new oil around 49 to 55 gaso. Malaki dieperensya.

Ito si petrogazz eh pumasok ka ng true quezon city at mang-gulo ka dito.

Ang resbak ko na lang pag natapos na temporary restraining order. Tuloy na UNBUNDLING. They have to comply.
