Ghetto culture is a very real problem, and it is self-propagating, whether amongst American blacks, Filipino poor, provincial Indians or poor Middle-Easter and African men. The group-reinforced stereotypes are ones that take a long time to stamp out. (Just look at the most progressive of those groups, black Americans... they've spent decades shaking off the angry young black man image, and despite the progress made over the years (better socioeconomic standing, better academic achievement) it still haunts the community as a whole.

There is an opportunity right here to get rid of these malcontents, to allow the other refugees to start over... and to send a message that if you want to stay in Germany, you need to play by German rules.

But the message has to be clearly: "Eff up and you're out" rather than "You're out, period"

The former encourages the men to change. And if they don't, nobody will shed any tears over them. The latter simply provides more recruits for ISIS.
The "rape culture" in the Vatican can't be called rape culture because it is not tolerated or being promoted.

Some Islamic clerics, on the other hand, promote rape as a weapon, and as a lifestyle.

I tend to agree. They say its more of a geography issue/culture more than religion, as muslims in other geos (indonesia/malaysia etc) do not have this. Sorry but i tend to refer to the middle east and indian subcontinent (regardless of religion) in these kinds of discussions due to their tendency to put the blame on the victims after said violence w/c makes it even worse. Remember the indian bus rape victim killed after gang raped and had a metal rod insterted in her? High ranking indian official (not sure if govt or religious) actually blamed her. Wtf.

OH they do that too in the Middle East and in Germany. Except that in the Middle East, you with either get imprisoned, lashed, or both. Of course, whether this exists differ from state to state since they have different laws.

Proof? Type: "imprisoned rape victim middle east" in any search engine and enjoy the show.

On hind sight: don't Filipinos do that too? Damit pang gahasa nga diba?

Sometimes it's the tribal/religious leaders who recommend rape as punishment. There was one case either in India or Pakistan where the brother committed a crime, and the tribal leader recommended the rape of the sister as punishment. Apparently crime and punishment have transitive properties.

Indian sisters told they will be repeatedly gang-raped as punishment for their brother's crime launch appeal at Supreme Court | Home News | News | The Independent

Two sisters who have been told they will be repeatedly gang-raped as a “punishment” for the crimes committed by their brother have pleaded with the Supreme Court to be protected.

The pair fled their village after an all-male council "ruled" that they should be raped, have their faces blackened and then be paraded naked because the brother eloped with a married woman from a higher caste.

    http://www.bbc.com/news/world-europe-35277249

The number of criminal cases committed during new year celebrations in the German city of Cologne has risen to 516 - 40% of which relate to ***ual assault, police in the city say.
The figures are a big increase from the 379 cases police reported on Saturday.

Asylum seekers and illegal migrants from North Africa comprise the majority of suspects, police say.

The crime spree led to criticism of Chancellor Angela Merkel's open-door immigration policy.
