    Sir, our policemen are not combatants but law enforcers. They are not part of the Armed Forces' major commands unlike the defunct Philippine Constabulary. Under RA 8551, the PNP is national in scope but civilian in character. What the PNP-SAF did at that time was simply to perform one of their functions under Section 24 of RA 6975. If I get it right, under the terms of cessation of hostilities, any military operation to be conducted by the GRP or MILF has to be coordinated with the other. Under this backdrop, is there a need for the civilian in nature PNP to coordinate in performing a simple a civilian function as serving a warrant to fugitives? Please, Sir, in the face of this carnage, refrain from using a word as derogatory as stupidity. And please Sir, at this early, do not insinuate that those who died were only after the bounty.

    Sir we do not have personal knowledge on that. Therefore, it is not our place in the sun to speculate on the matter. Anyway, under the PNP Police Operational Procedure, if our policemen will conduct law enforcement function outside of their respective area of jurisdiction ( AOR ), they are mandated to make a prior coordination with the police station or office where the law enforcement function to be conducted except when time is of the essence or the situation calls for immediate action in which case they shall inform the said station or office afterwards. With respect to service of warrant of arrest (WA), please take note that the WA is issued by the court of law. if you have seen one you will notice that it is addressed to " any peace officer" to arrest the person named in the warrant. In other words, it is directive from he issuing court to any peace officer (and that includes NBI agents) to arrest the accused. This is very important. With arrest of the accused, the court acquires jurisdiction over his person and the moment it acquires jurisdiction over his person it also has now the power to impose penalty against him if he is convicted. Why I'm saying this? because in the service of the warrant the peace officer is technically an officer of the court enforcing its processes. Please note our courts are under the judiciary, one the three branches of our government under Article VIII of the Constitution, which is separate and independent from the Executive Department. The Armed Forces is under the Executive. That is why the President is the commander-in-chief. In other words, Sir, apart from the fact that the pnp-saf at that time was performing law enforcement function, they were also also performing judicial function or following the court's order to arrest zulkipli bin hir and abu bassit usman when they were all killed.

    The fatal covert operation that killed 44 members of the elite Special Action Force and wounded 12 others had been assigned by President Benigno Aquino to suspended National Police Chief Alan Purisima, apparently without the knowledge of Interior Secretary Manuel ‘Mar’ Roxas 11.

    A police general, who was part of the planning and actual operation and is privy to the ongoing investigation told the Manila Standard on Tuesday that Aquino may have considered Purisima as still the “de facto PNP chief” in assigning to him the sensitive mission.

    “It was a tragedy in the making,” according to the police general.

    “The President was aware of the Marwan covert operations. Purisima reported directly to him. In fact, the President went to Zamboanga prior to the troop’s jump off to Mamasapano in Maguindanao so that he would be in the vicinity when Malaysian terrorist Zulkipli bin Hir alias Marwan and Filipino Basit Usman, both bomb experts linked to the Jemaah Islamiya terror cell, are captured,” said the general, who requested anonymity.

    Heard Ted Failon over the radio yesterday. If no peace is achieved in Mindanao, he said it's likely that the conflict will spill over to the Metro. WTF? Is this guy for real?

    The MILF know they can't afford to have majority of public opinion turn against them because they'll never get their Bangsamoro territory and likely won't get to sniff at another chance if they blow this.

    MANILA, Philippines – A former spokesman of the Moro Islamic Liberation Front (MILF) said the MILF should be faulted for the presence of Zulkifli bin Hir, also known as Marwan, in Mindanao because they knew it along but did not report the matter to the government.

    Former MILF spokesman Eid Kabalu on Wednesday told Radyo Inquirer 990AM that the MILF has violated the Ad Hoc Joint Action Group (Ahjag) between the Philippine government and the MILF.

    Kabalu said that under the agreement, the MILF should not allow “their community or their territory as sanctuary or coddling place of criminal elements, including terrorists.”

    “The MILF is obliged to report to the government through the Ahjag the presence of the group (terrorists), he said.

    Just read the updates from ANC on Twitter.

    1. Aquino admits the SAF did not coordinate properly with the Maguindanao army. No details on why, he says we should wait for the inquiry findings.

    2. Aquino says that the 2 fugitives weren't in MILF's care. Hard to believe, but okay.

    3. Marwansaid to have been killed in the clash.

    4. Aquino says Purisima only involved up until his suspension.

    5. No aggressive action towards MILF yet as their accountability still under investigation.

    As expected, a very diplomatic press release. Hopefully more light is shed on this so we can arrive at the truth.

    He added that “Roxas was not with the President. He was kept out of the loop. No one else knew of the covert operations because the subject were terrorists wanted worldwide by the US government, which even offered a $5-million bounty for Marwan’s capture and $1 million for Usman.”

    He said there was “no clear leadership” other than a marching order that it was sanctioned by Malacañang.

    “From the ground, the SAF officials reported directly to Purisima, who ran the operations from the White House in Camp Crame, despite his suspension,” the general said.

    “Purisima would then report either to Executive Secretary Paquito Ochoa Jr. or directly to the President,” the source said.
