Metro bus drivers not keen on fixed salary
    11/04/2008 | 08:15 AM

    MANILA, Philippines
    - Bus drivers in Metro Manila are not too keen on a fixed-salary system proposed by the Land Transportation Franchising and Regulatory Board (LTFRB) to avoid further accidents.

Integrated Metro Bus Operation Association (Imboa) head Claire dela Fuente said Metro Manila bus drivers are more comfortable with a setup where they "pick and drop" more passengers.

"Sa Metro medyo mahirapan nang kaunti kasi sa Metro medyo talagang pick and drop ang tao. Sa probinsya set na sila, doon sa garahe napupuno na sila. Walang use na sila ay hindi gawing salary (In Metro Manila, you pick up and drop passengers at several points in your route and earn commissions from them. In the provinces, you usually go point to point in the entire route without having to pick up or drop off passengers in between, so provincial bus drivers may be more amenable to a fixed salary)," dela Fuente said in an interview on dzXL
    radio.

LTFRB chairman Thompson Lantion earlier proposed the system in the wake of a tragedy last All Saints Day that killed at least five people and injured several others.

In the incident last Saturday, a speeding Fermina Express bus slammed into a Toyota Revo along the North Luzon Expressway (NLEX) in Pampanga province.

Last Oct. 21, a fiery predawn mishap occurred when a Joanna Jesh bus slammed into the rear of a Mercedes Benz sedan and killed doctor Francisco Sarabia.

On the other hand, dela Fuente said the government must put more responsibility on erring drivers and stop their mentality of passing on their liabilities on their employers.

"Kailangan magkaroon ng mahigpit na parusa sa driver. Kadalasan minsan hindi masyadong iniintindi ng mga driver kasi sasabihin nila tutubusin sila ng amo nila. Yan ang nangyayari riyan (There should be stiffer penalties on drivers. In most cases they think they can get away with it because they expect their employers to bail them out)," she said.

For his part, Lantion said it is up to bus operators to discuss the issue.

"Idudulog yan at paguusapan muli sa mga hanay (We'll bring it up with them and let them discuss it)," he said.- GMANews.TV

what's confusing with this article is the bus operator association (imboa) is the one saying that they're not keen on fixed salary ... tsk tsk tsk ...

syempre mas gustuhin ng driver na fixed salary. if this happens, hindi nila na sila maging aggressive sa EDSA or any other road kasi may fixed naman sila tanggapin.

is this even legal na wag bigyan ng fixed salary ang driver?

and the best part, it's the govt's responsibility daw to control bus drivers
at wag daw ipasa ang liability to the operators accdg. to this "diva"

so malamang, ang iisipin na lang nila eh kita na lang. eto ang self-preservation to the max.

I agree that its the group of Claire that don't want to give the drivers a fixed salary. With the current set up the bus operator earn more because the drivers would want to get higher commission.

With regards to erring drivers. Its the responsibility of the operators to make sure that they hire responsible drivers.

heard from fm station RX 93 last night, cabs are also not allowed beyond the yellow lane of edsa! sana nga maging totoo to. magsama sama sila sa outside lane ng mga buses.

but in fairness to them magiging masikip sila sa 2 lanes at least add another lane for them, bale 3 lanes na for public.

Strictly speaking, the boundary system isn't legal. Numerous labor cases have been decided in favor of puv drivers who sue their employers for non-payment or underpayment of wages. The usual defense that the puv's are held out for hire to the driver, or that the wages are paid on commission basis are uniformly denied.

Going to the point of IMBOA on placing more responsiblity on the part of the drivers, that's just wrong.

Under the law, a common carrier or public utility vehicle operator has to observe extraordinary diligence in the carriage of goods and persons. Meaning, it can't pass on to its employees sole responsibility for any damage or injury suffered by its cargo or passengers. In fact, when an accident happens and injury or loss occurs, the common carrier is PRESUMED TO BE NEGLIGENT! It's then up to the operator to prove that he or she exercised extraordinary diligence in the maintenance and operation of the vehicle, selection and supervision of the driver, etc.

Claire de la Fuente should just give up the bus business since she doesn't understand s#it about liability.

    Political will lang kailangan dito.

Implement a law and enforce salary compensation sa mga bus drivers. let the operators sort out the problem with lazy drivers. Tapos ang problema.

We can't afford to consider everything.

Why should we use a system that clearly favors the few drivers and operators instead of the multitudes of riding public?

Our public transport system is probably one of th worst in the world because our politicos had been kow-towing to the whims and caprices of the the few selfish operators and drivers who are represented by thugs and goons. They even bully local officials threatening them with withdrawal of support or loss of employment should they even try to enforce laws that drivers don't care to follow.

I'm sure an honest study will show how much economic and social damage this system has done to our country. The jeepney drivers' attitude of "me first, the heck with others" is in fact prevalent in many sectors of our society. Filipinos tend to follow laws only if it's convenient or can be used against others or when chances of being caught is high.

Since it is in the transport system that people recognize this dominant and evil behaviour radical change in the system to set a positive example to the people might be crucial turning point for our culture.

Naku, baka may mag-react na naman dyan na law of the jungle, survival of the fittest, human nature ek-ek dyan, hehehe.

Those types, contented na sila na sa ganung sitwasyon, kesyo human nature daw, so wala nang magagawa, let's deal with it na lang reasoning. Well, human nature can be modified, its nothing but just the prevailing mores of the times.

But the government can put in place regulations naman para hindi magkagulo sa kalsada. Implementation lang ang kulang.

the bus operators are businessmen. kung iniisip nila nag mag-petiks ang drivers nila then it's their responsibility to do something about it.

lahat naman ng business may risk na baka manakawan ka o maisahan ka ng sariling mong empleyado. proper measures should be in place to address this problem. and this problem should be internal to the business/field in question. transparent na dapat sa'tin ito mga mamamayan. gusto nila kumita? then parang spiderman lang yan , "with great power (or profit), comes great responsibility"

kung abogado nga lang ako, sigurado pagkakakitaan ko bus companies na'to eh. all i have to do is partner with anti-piracy authorities.
i'm sure illegal yan mga movies na pine-play nila in public. and even if they bought legal DVD's, may provision dun na hindi puwede for public airing implying for porfit use.

    hehe

    business e

if you are a bus operator, and you pay fixed salary to your drivers...

whether kumita o hindi yung mga byahe, you have to pay the drivers

Wala na motivation yung drivers punuin yung bus

they can even just park the bus somewhere, sleep in the bus all day, and bring the bus back at the end of the day...

and umm... siphon the diesel from the tank and sell it

    hehehe

Pag fixed salary, even if you monitor your drivers/ticket sales strictly, the drivers' motivation to create sales is no longer there.

they can just drive past passenger pick-up points when they don't feel like stopping.

They can just drive half the day and sleep in the bus half the day.

there's a gps system now that can be installed on vehicles.. you can track the movement of the vehicle at any time of the day.. yes it's locally available... may feature pa na may installed na gsm celphone so you can monitor the vehicle realtime sa internet... and you can make calls to the driver or listen in to what's happening in the vehicle... yun nga lang.. wala pang video capabilities...

this may be a good investment which can pay for itself...

    well yeah...

    but the question is...

will the operators be willing to invest sa ganyan

the drivers can always tamper with the GPS...

why is that public operators are an exception to the rule. as I said business yan, puwede kang kumita puwedeng hindi pero kailangan swelduhan mo ang empleyado mo. wala kang ligtas dun bec. that is how a true business works

    --------

now, why is this a very sensitive issue? apektado ka din *uls and all of us.

tingin mo bakit laging traffic sa'tin coz public drivers have to literally hang on loading/unloading zones para makapuno ng tao. multiply this to the number of public vehicles on the road na nagaagawan ng pasahero, yan ang pile up sa mga loading zones.

tingin mo bakit laging nagmamadali ang bus drivers sa EDSA? kasi gusto nila mauna sa bawat sakayan, ayala - guadalupe - boni - crossing - megamall and so on so forth. ok lang sa kanila na takutin o banggain ka, para lang makuha nila bawat stop in 5 min. or less at makakuha ng marami pasahero.

kunsabagay, gusto mo yan. survival of the fittest eh, killer instinct

pero sa tingin mo bakit hindi tayo ummuunlad? they are mostly to blame. sanay na kasi tayo na mag-alot ng 1 hour to 2 hours everyday to waste on the roads eh, kaya hindi natin na-realize kung ano impact nito sa progress na'tin.

sa tingin mo bakit tawag ni MMDA and LTO and other govt. agencies sa majors roads natin ay ARTERY? bec. pag- nag clog yan, deadlock lahat tayo. and that's why we're moving at a slow pace than our neighbors bec. we cant move efficient enough.

our country is like a human body. kung me-clog ang veins, arteries, do you think our bodies will be productive?
