UP NCPAG really offers special short courses like that to newbie elected officials, and it's very possible Isko did. It's not an academic degree like a Bachelor's, but just enough to get them familiar with the complexities of Philippine governance and bureaucracy.

His wikipedia page and the blog.education.ph site says he studied MA Public Administration, but it's not clear if he actually obtained the degree.

Finally, it's also not clear whether he finished his law studies at Arellano.

Whatever, he seems to have invested a good deal of time in study. Good for him.
