In a 2007 interview he said: "During my second term as a councilor, I went to UP and took a crash course in Local Legislation and Local Finance. Then, I enrolled in an off-campus course and finished college in 2003. The following year, I went back to school, this time taking up Law. I’m now on my second year at the Arellano University."

UP NCPAG really offers special short courses like that to newbie elected officials, and it's very possible Isko did. It's not an academic degree like a Bachelor's, but just enough to get them familiar with the complexities of Philippine governance and bureaucracy.

The "off campus course" is not specified, but if it was in UP it would have been in the UP Open University.

His wikipedia page and the blog.education.ph site says he studied MA Public Administration, but it's not clear if he actually obtained the degree.

Finally, it's also not clear whether he finished his law studies at Arellano.

Whatever, he seems to have invested a good deal of time in study. Good for him.
