MANILA - If Senator Panfilo Lacson was able to hide, why can’t Janet Lim-Napoles?
This was the reaction of Napoles' lawyer, Lorna Kapunan, when sought for comment about her client's apparent move to go into hiding after a court issued on Wednesday a warrant for her arrest for serious illegal detention.
In an interview with ABS-CBNnews.com, Kapunan: “If you were Napoles, hindi ka ba magtatago? Even Lacson, a senator of the Philippines, was able to do it and was later vindicated.”
Lacson went into hiding for over a year after a Manila Regional Trial Court issued an arrest warrant in connection with the November 2000 murders of publicist Salvador Dacer and his driver Emmanuel Corbito.
He surfaced in March 26, 2011 after the Court of Appeals ruled that the lifting of his arrest warrant was final.
Kapunan said, however, that she does not know where her client is hiding. “I’m urging her to come forward.”
Asked if her having become a fugitive has all the more compromised her case, she said: “I don’t know…sa mata ng tao, she’s already guilty.”
She said people may think that innocence could best be proven if Napoles faces the music.
Nonetheless, the “media bullying” has also already shaped the public perception of Napoles, she said.
Kapunan said they’re thinking of legal remedies on how the warrants of arrest could be quashed.
Napoles and her brother Reynald “Jojo” Lim are now wanted by authorities after a Makati court issued warrants of arrest against them for alleged serious illegal detention of whistleblower Benhur Luy.
Justice Secretary Leila de Lima told reporters on Thursday that Napoles is now considered a “high profile fugitive.”
She earlier ordered the Bureau of Immigration to ensure that Napoles and her brother are not able to leave the country.
De Lima disclosed the court’s decision on Wednesday night. She immediately ordered the National Bureau of Investigation (NBI) to serve the arrest warrants.
The NBI has only received reports of sightings of Napoles.

yes they definitely have lots of ways --- there are lots of private companies out there that can be used as instruments of corruption
it all depends if a company is willing to participate
the money the government spends into the economy goes to the private sector
to get their hands on the money corrupt govt people need the cooperation of the private sector
like when govt buys stuff from private companies they make private companies overprice the stuff
corrupt govt people make sure the funds get released
when private companies get paid the overprice goes to corrupt govt people

MANILA – Lawmakers have no responsibility to verify the existence of non-governmental organizations (NGO) that receive their Priority Development Assistance Fund (PDAF) or pork barrel, a multimillion-peso amount allocated to them every year that's now the subject of a corruption scandal.
This is according to Senator Jinggoy Estrada, one of five senators whose PDAF reportedly went to bogus organizations created by alleged scammer Janet Lim Napoles.
Estrada said it is the Department of Agriculture's job to check NGOs receiving pork barrel funds.
"It is not up to the senators to determine whether an NGO is bogus or not," he told reporters on Thursday.
"Alangan naman na kami pa ang magsasabi na, 'Uy, bogus 'yan.' How will we know?" Estrada added that lawmakers only endorse NGOs, and that they do so in good faith.
He said he himself he himself would like to get to the bottom of the P10-billion pork barrel scam, despite being implicated in it.
"Gusto ko lang malaman sa mga kinauukulan kung saan talaga napunta 'yong para sa ating magsasaka dahil ang ating mga magsasaka, mga kababayan nating mahirap, sila mismo ang nagre-request sa aking tanggapan na sila ay mabigyan ng ayuda," said Estrada.
Meanwhile, Estrada said Napoles was his "acquaintance," and they only met during parents' meetings in school, where his daughter and her nephew were classmates.
He clarified that he never had business dealings with Napoles and did not know if the PDAF endorsements he signed before were actually for her.
"I wouldn't have known," he said.
