Kahit martial law or not, hindi mo maalis ang rebellion/terrorism as long as nandyan ang poverty at weak executive/police/military government.

Mind conditioning lang ginagawa ni Mr Duterte to justify declaration of ML. Baka nga pakana pa nya yan gulo and next pinapalano luzon naman.
