Its not ERA (Explosive Reactive Armor) but spaced/standoff armor. Rather than making an explosion outward to counteract the incoming/exploding RPG, this causes the RPG to detonate prematurely. expending the charge well away from the metal armor resulting in no penetration. Even layered cardboard used by the Marines in their V-300s work.
