Begs the question why can't we do it (following the rules) here? Is our politicians' reluctance to spend political capital enough reason to continue our tradition of two facedness when it comes to the rules?
This is why death penalty, traffic enforcement, and tax evasion cases don't work.
Having the law enforced on you simply means you weren't rich enough or influential enough to get away with impunity.
And because everyone else knows that the rich and powerful are gonna get away with it, they find their own ways of beating the system - which further entrenches corruption. After all, not doing so will be a disservice to themselves because we have a system where the law-abiding citizens are often in the losing end.
