    Arroyo's Raise, Justified - Andaya

    PRESIDENT Gloria Macapagal-Arroyo is “overworked and underpaid.”

    Thus said Palace officials yesterday, as they defended President Arroyo in the wake of a proposal to double the salaries of top government officials.

    Budget chief Rolanda Andaya said the proposed salary increase in the 2009 national budget is meant to adjust the salary grade of all those employed in the public sector, not just the President.

    Andaya insisted that the salaries of all government employees should go up, pointing out it is simply a coincidence that the current salary grade of the President will also be adjusted.

    The DBM secretary argued that if Mrs. Arroyo’s salary is not adjusted, she will end up being paid less than her subordinates, including her Cabinet.

    He further stressed that raising the salaries of government employees will make the public sector’s pay scale more competitive with those working in the private sector.

    Andaya emphasized that the public school teachers and health workers will be the ones who will greatly benefit from the proposed salary adjustment.

    The President who gets about P50,000 to P60,000 in basic salary will get a 100-percent pay increase once Congress approves a resolution for the adjustment.

    Tonight gathered that taxpayers however, will shoulder all the expenses for the pay hike for the Office of the President and other government officials and employees including the First Family’s stay in Malacañang.

    The DBM top official submitted the proposal for the proposed P1.415-trillion national budget, inclusive of the upgrading of the salary for government employees.

    50,000 to 60,000? i thought it's 100,000 bucks

    from what I can remember

    the president has 100K, the vp has 75k, senators at 32K, congressmen at 25K, the speaker of the house receives 50K - goes to show that the speaker is more powerful than any senator.

    this was taught in our school way way back.

    well, i guess it doesnt matter anyway. allowance lang ng mga anak nila yan hehehe

    Underheight, pwede pa. Also over***ed, hehehe. Remember the time 2 years ago when a FOCAP member (Foreign Correspondents Association of the Phils.) asked her if she still has ***? She answered, "Plenty!" Eeeew, gross!

    mali! pero problem din kasi pag di mo tinaasan sweldo ng head, di tataas ang mga sumunod.. for me dapat:

    mga 10-25% lang itaas ng presidente at mga elected officials kasi may mga COLA, at kung anu anung padrino/kurakot..este...elected lang naman sila,e.. plus the fact na may "other incomes" na sila e...

    ung mga goverment employees/servants dapat mag-enjoy ng 100-200% increase kasi trabaho nila yun.

    ayon nga sa news, sila mga elected ata 100% increase, but the goverment employees HINDI HIHIGIT sa 50% lang!

    i guess you can make the argument that most presidents are underpaid. they all make far less than, say, a CEO of a major company who has a smaller scope of responsibility than the chief executive of a country.

    also, di yata talaga pede na mas mataas sweldo ng subordinate sa bosing nila...that's unheard of.

    of course, none of these reasons mean a damn if you hate GMA

    Actually, there are exemptions to the Salary Standardization Law, so there are situations wherein a subordinate of the President has a higher salary, usually executives of GOCC's and GFI's (e.g. SSS Chairman, GSIS President, PAGCOR Chairman, etc.)

    The perks of being a President far outweighs the remunerations. Kaya ka naman naging public servant is because you want to serve, and NOT because of the financial considerations attached with the office. (But of course, in the Philippine context, this is a paradox)

    But at any rate, there is a constitutional prohibition on incumbent elected officials from gifting themselves with pay increases during their term. If ever naging batas yung proposal, yung susunod kay Pandak ang magbe-benefit.

    yun salary talagang maliit.... pero alam ko 10% ng worth ng project nila eh legal na kumisyon nila so kung may 100 milyon ka na proyekto, automatic may 10 milyon ka na.... ang tanong eh 10 percent lang kaya ang kinukumisyon?

    GMA Pay Hike, Scrapped

    A day after giving assurances the new pay scale under the proposed national budget for 2009 will benefit all government employees including the President, Budget Secretary Rolando Andaya, Jr. said the pay hike “clearly stipulates that the sitting President, Vice President, senators and congressmen are barred from receiving such an increase.”

    Amid criticisms that a salary hike for President Macapagal-Arroyo is not justified, Andaya said the proposed joint resolution they submitted to Congress clearly states that the salary adjustment for the president, vice president and members of Congress “shall take effect only after the expiration of the terms.”

    “The increase will be prospective in nature. The next president will be the one who will be entitled to it…In fact, all public sector wage orders signed by the President during her term clearly exempted her from the increase, “he said.

    Andaya said this constitutional provision is the reason why the salary of the President has remained at P57,750 despite the three salary increases for government workers since January 2006.

    “While she was the one who inked the executive orders for the wage increases, she did not benefit from any of them, “Andaya said.

    The political opposition raised a howl over the planned salary hike saying Mrs. Arroyo should instead resign and get a better paying job elsewhere.

    In the proposed resolution for salary increase for government workers which Andaya submitted to Congress simultaneous with the P1.415 trillion national budget for 2009, the President will get a 100-percent salary increase under a four-year, government-wide pay scale upgrading plan along with other top government officials.

    Andaya however explained that the salary of the President was adjusted in principle to allow room for wage increases of positions below her.

    “The ceiling must be raised, as the government pay scale consists of 257 gradations which must have pay differentials in between,” he said.

    Well, to be fair, being a head of state is hard work. Has anyone seen before and after photos of different world leaders? Take Honest Abe Lincoln for example and Dubya as a more recent one. They looked like wrinkled prunes toward the end of their presidency.

    Singapore's Prime Minister is receives a much higher salary than that of the US President. And the Singaporean government employees generously paid. One reason why corruption there is almost non-existent.

    Here, a janitor in GSIS receives almost twice the salary of the BIR or Customs examiner. The examiner has discretionary power to recommend an assessment that can force a multibillion peso plant of a major multinational to close down leaving thousands of well paid workers to lose their job, yet, the Philippine Congress has refused allowed this stupid situation to persist.

    Salary should be commensurate with the job requirement and the authority it carries.

    So what happens is the economic law that the price of service will seek its own level, that may very well be in the black market of bribes and corruption.

    they don't need the salary, they want to SERVE the people, their spouses are very hardworking on the sideline.
