The Philippine Defense Forum thread says the specs call for a twin-engine turbofan which means it's jet-powered. But, that can mean anything from a tiny business jet to an Airbus jet with intercontinental range. I'd guess it's closer to the former given the budget.

Well, as Shadow has pointed out, it is Congress that decides on the budget. Thats both the Lower and the Upper House. Even if it goes to the Office the the President fund, it still has to go thru bidding. Its open to the public. Of course the percentage "mayron tayo dyan" will never disappear. Anywhere in the world, it is there. And it can come in different forms. Its really up to how the officials channel it back to the government instead of putting it in their pockets.
