I agree with her on conservation, pero yung sobrang baha from Ulysses is IMO more attributed to the ex-general in charge of IPO and La Mesa dams not following recommendations from hydrologists to release water prior to storm arrival.

According to Marikina Mayor Marcy Teodoro's statement their models accounted for the amount of rainfall and predicted Marikina River at 18m, and since matagal-tagal nang denuded yung Marikina Watershed I'm assuming kasama na yun sa prediction ng model nila. Yung lack of buffer from the dams because of the ex-general refusing to release water early on talaga yung major factor.
