    I wonder what the performance metrics will be and whether the appraisal process will be automated.

    Leaving these in the hands of the bisors and direks of gov't offices will open a pandora's box of corruption, nepotism, and cronyism, not to mention lots of ass-kissing on the side.

    MANILA, Philippines—Senator Teofisto Guingona III on Monday said that President Benigno Aquino III’s State of the Nation Address (SONA) surpassed his expectations.

    “I was surprised at the statistics. It was holistic and all-encompassing and I’m very, very impressed,” Said Guingona in an interview after he listened to Aquino deliver his third SONA at the Batasang Pambansa Complex in Quezon City.

    Guingona said he was hopeful for the next years as Aquino proved that he was able to improve the country and that his reforms bore fruit.

    Guingona added that Aquino did well in pointing out the issues of education, health, environment and illegal logging in his speech.

    “The strongest point in his speech is the message of confidence that we are doing what we said we would do and we are achieving it,” Guingona added.

    Mixed bag. The economic development and education sound bites are nice, but looking over the current DepEd curriculum, it's still badly in need of an overhaul.

    Nice of Aquino to come out publicly and say he's in support of both the RH Bill and CARP. Now put your money where your mouth is.

    Aquino specifically chose not to address certain issues. Some workers groups were asking about contractualization. Fug that. Leave it as it is. Business owners also have rights, and the right to not rehire a worker who doesn't meet performance metrics is one of them. I'd agree that workers' rights under contractualization be reviewed, but not that the practice should be disallowed. Because that would cause even more capital flight.

    He said nothing about manufacturers closing shop. Obviously, damage control. But there's really nothing he could do about the Ford decision, since that was in the works for a long time. That plant has been producing nothing but outdated Escapes since long before he came into power, and no changes made within these last two years would ever affect that decision, not unless the Government guaranteed to buy 20,000 locally-manufactured vehicles a year from Ford, to entice them to build previous-gen Rangers and Everests here.

    Actually... that's probably what they should do... ...but the question is money. The government already buys lots of vehicles from the manufacturers with facilities here, like Toyota, Mitsubishi and Ford. I'm sure if they had the budget, they'd do more.

    itutuloy na ang northrail project, sisimulan LRT 1 cavite extension, naiaward na ang naia expressway, malapit ng buksan ang TPLEX...nextyear sisimulan na ang MRT 7...maglalaan ng pondo sa panay-guimaras-negros bridge...pagaaralan ang superbridge ng cebu at bohol, discount sa fertilizer sa mga magsasaka...
