    Ermita, 4 Others Mulling Resignations — Palace source

    Executive Secretary Eduardo Ermita may yet announce his resignation, a Malacañang insider told the Tribune yesterday, saying this early, a short list of candidates for the position of “the Little President” has already been drafted, with Agriculture Secretary Arthur Yap at the top of the list, fol-lowed closely by Department of Transportation and Communi-cations Secretary Leandro Mendoza and Interior Sec-retary Ronaldo Puno, who is also the current political adviser of President Arroyo.

    Four other Cabinet-level officials are also said to be mulling their resignations, owing to the many scandals rocking the Arroyo administration, as well her worry over the continued restiveness within the Armed Forces of the Philippines (AFP). The Palace source, however, did not disclose the identities of the four other Cabinet officials who are claimed set to resign their posts.

    Apart from the reported feud that allegedly erupted between Puno and Ermita, which was the initial cause of Ermita’s reported move to immediately submit his letter of resignation said to have been over the mishandling of the Malacañang “cash-giving” incident last Oct. 11 among 190 congressmen and over 60 local executives, where it was said that each blamed the other for the fiasco, Ermita is seriously thinking of quitting the Cabinet of Mrs. Arroyo, as the Palace source claimed that “He (Ermita) is not comfortable being around when the alleged plot to unseat Speaker Jose de Venecia, said to be set just before Congress resumes its sessions next month, takes place.

    The Malacañang source, who is very close to a Cabinet official who is known to be privy to the goings-on in the Palace, said the shouting match between Puno and Ermita came about because Puno wanted Erimita to admit that his office and the Lakas-CMD were the sources of funds that were used in buying the influence of some 190 congressmen and 65 provincial governors who were called to a meeting that was disguised as a briefing on the economic agenda of the Arroyo Administration.

    The Arroyo Administration is also said to be working double time to keep the presidential family intact amid talks that at least four other Cabinet members are set to submit their resignation anytime.

    Ermita, according to the Palace insider, was prevailed upon from resigning by both Mrs. Arroyo and former President Fidel Ramos, which was the reason Ermita issued a denial following the reports of his resignation.

    To cool down the situation, Mrs. Arroyo sent him to the United States on a claimed “mission” to present before the United Nations Human Rights Commission the “efforts” being made by the Arroyo administration on the extra-judicial killings and other human rights abuses,” the Palace source claimed.

    But another source, a Filipino diplomat, told the Tribune on condition of strict anonymity that Ermita was sent to the US with with the UN meeting as a “cover” “to keep under wraps his scheduled meeting with ranking officials of the US State Department and the US Department of Defense,” given the reported restiveness in the military, as well as the many scandals the Arroyo administration faces, giving off the perception of her government under siege, with the political situation being “extremely volatile.”

    The source said the capability and capacity of the anti-Arroyo faction within the military and police establishments which were previously limited to junior and mid-rank officers has been greatly enhanced with the reported alliance provided by some senior military officers and are merely waiting for the final green light to be provided by their benefactors overseas.

    The Palace insider said the shortlist of candidates is now the hands of Mrs. Arroyo and her final choice will be made once the resignation of Ermita is officially announced by her.

    Of the four, Mendoza and Yap enjoy the trust and confidence of the President with Mendoza leading the military cabal that has now gained influence and control of the administration and Yap who is among those trusted by the President.
