i understand and respect *shelu's sentiment. i've been a constant visitor of that beautiful city. i have relatives there. i even had a mistah there who already retired from the service and we had some good time when i visited him once. i played golf at palos verdes and apo golf. but for all the much-vaunted peace and order situation, that it is safe there and all, still, davao city is not crime-free. it's tag as the 9th safest is based merely on statistics of index and non-index crimes. like any other cities, crime still thrives because you cannot eradicate it altogether-- it is a social phenomenon.*
there are many ways to skin a cat, yes, but i just don't like how duterte skinned his. he threw the concept of rule of law out of the window. he is a lawyer. when we took our oath as lawyers we imposed upon ourselves to uphold the rule of law without mental reservation or purpose of evasion. we were both former prosecutors and we know that sending criminals to jail or to the injection chamber is also effective as deterrent.
now, by his own admission, that DDS liquidated 1000 criminals, is davao city crime free? does anybody here know whether the top 8 safest cities also employed sparrow units?

Maybe Duterte doesn't abide by the "Last clear chance" doctrine?

In an ideal situation, it would really be better if being named one of the safest city because of how the residents behave and not because of the actions of one leader.

The mayor's new political video follows the line adopted by now Vice President Jejomar Binay's successful 2010 campaign: replicate local good governance

it is a two-way street here in davao. people behave and follow rules for we all know it is for our own good. at the same time, we have a strict leader who implements the law as it is. no matter how good duterte is, laws are nothing without citizen's support. in the same way, people will break rules if they think law enforcement is weak. it takes two to tango. have you heard of a city, municipality or even a barangay where there is a curfew on videokes? it is strictly implemented here. once you exceed the 9pm limit set by the city ordinance, chances are, police car is on your doorway to remind you. pinoys are law abiding citizen and we all know it. all we need is a strong leader with a political will. everybody knows that cars in subic stop in crossing even without a vehicle coming or pedestrian crossing the street. simply because everybody know rules are applied and it is for common good. as a former OFW, im proud to say we are law abiding citizens when abroad. again, because we know the law is applied equally. with due respect to sir juan martinez, maybe this is the right time to be lead by a strong hand with a soft glove.

    COMMENTARY: Digong Duterte

    Friday, May 29, 2015 6:32PM

    By RENE SAGUISAG

Davao Mayor Digong Duterte says were he a gross human rights violator, political arch foe Boy Nograles would have long been in the Promised Land (or in a hot place).

Boy is safe because he and Digong are Ruling Class. May immunity.

Ang kinakaya at tinetepok lang naman ng astig na si Digong ay yaong mga kumag, hampaslupa, yagit, descamisados, atbp. The unwashed "stealing" for their starving family victims devastated by a calamity, following the first law of mankind: survival.

No member of the Congress or the Cabinet, judiciary, Constitutional Commissions, and the like. Cuz they can fight back.

Digong goes by the fixed star that he who has less in life should have nothing in law. (The paraphrase should be traced to Thomas Reed Powell of Harvard, not beloved Monching Magsaysay, whose speechwriter should have made the proper attribution.)

Ang lagay eh para umutras na Lang....easy money kiting puhunan for surveys and little ads, tubong lugaw after...

Bro, on Rene Saguisag... Something changed in the man.

And based on my few chanced encounters with him, as a distant observer, it is my opinion that sadly, he is now a fraud..

Agree, he left the Senate a broken man. May have gone crazy after seeing a significant number of those who fought with him against a corrupt regime turned out to be worse than the deposed dictator.

yes, i observed the same thing bro. though am not sure if he's a fraud now, but he's a changed man (or rather a different person) after that freak car accident that took the life of his wife.

I thought he was a changed man when he was with Estrada. He was defending Estrada while Joker was prosecuting. Fast forward, their both defending Negro now dahil they are all Mabini lawyers. Sana hilahin na silang 3 ni dakilang lumpo.
