    ^Feeling Entitled daw si isabelle sabi ni go presumably because of her upcoming debut. Ang Response naman ni isabelle ilalabas nya daw baho ng family nila go kung di tumigil iyong anak ni bonv. Parang ganyan iyong gist 😂

    MALACANANG’S ATTEMPT TO SAVE FACE FROM THE ANOMALOUS FRIGATE ACQUISITION PROJECT IS FUTILE

    It was in June 3, 216, that President Duterte assumed office. The contract of the project was signed on October 24, 216.

    HISTORY OF THE FRIGATE ACQUISITION PROJECT (FAP)
    June 3, 216: Duterte assumed office as president
    August 18, 216: Notice of Award (NOA) signed by Secretary of National Defense (SND)
    September 26-3, 216: Workshop with Hyundai Heavy Industries (HHI) for Contract Finalization, Building Specifications and Ship General Arrangements
    October 24, 216: Contract Signing with SND and Vice President of HHI

    The controversy already started before the signing of the contract and continued after the signing of the contract during the implementation phase. Thus, the anomalies happened when Duterte is already the president. Malacanang’s and Bong Go’s attempt to divert the issue to the previous administration and save face is futile.

    WHITE PAPER TRAIL

    On January 4, 217, Flag Officer-in-Command Vice Admiral Mercado wrote a letter to SND Lorenzana stating that the contract with HHI contains “grossly disadvantageous” provisions to the Philippine Navy and the Armed Forces of the Philippines. The disadvantageous provisions refer to the remarks at the bottom of the HHI version of the Maker’s list which gives the HHI (Ship Builder) sole right to choose the manufacturers (Maker) of the equipment/systems aboard the frigate. HHI chooses Hanhwa’s Naval Shield but the Navy insists Thales’ Tacticos for the combat management system (CMS).

    The communication of Mercado to Lorenzana then prompted Hanhwa to meet with Bong Go. According to the information I received, a Korean Hanhwa official, accompanied by a Filipino national, visited Bong Go to lobby for their CMS to be chosen despite Navy’s different preference. The meeting possibly happened between January 5 and 11, 217.

    On January 12, 217, the controversial white paper (with the marginal note written by Sec. Lorenzana saying it came from Bong Go) was forwarded to Mercado.

    Mercado then gave it to Rear Admiral Empedrad who was the head of the Project Management Team (PMT) at that time.

    On January 18, 217, Bong Go’s office, with Undersecretary Lao as signatory, sent a letter addressed to Empedrad asking him for a meeting to “specifically discuss” the issue of the CMS selection. Lao would not have acted on his own without the orders of his superior, Bong Go.
    On January 2, 217, the whole PMT indeed reported to Malacanang as indicated in the letter. The Navy would not have reported to Malacanang if they are not ordered to do so.

    As such, aside from the white paper and assuming regularity, this meeting requested by Bong Go is already questionable. What does Bong Go have to do with the CMS selection or anything related to the acquisition of the Navy frigates when the project is supposed to be only between the DND and AFP? Bong Go would have directed the Hanwha official to address his concerns to DND, the procurement office for FAP. He would have even warned the Hanwha official for taking steps outside of the procurement process.

    Further, in a letter of Empedrad dated January 23, 217 addressed to President Duterte with attention to Bong Go, Empedrad also made reference to a letter from the Office of the Special Assistant to the President requesting the PMT to justify the chosen CMS.

    Therefore,

    (1) the white paper with Lorenzana’s marginal note saying the said document came from Bong Go;
    (2) the letter from the office of Bong Go directing Empedrad to report to Malacanang;
    (3) the subsequent appearance of Empedrad and the whole PMT to a meeting with Usec. Lao at the instructions of his boss, Bong Go; and
    (4) the letter of Empedrad to the President with attention to Bong Go and reference to the letter of Bong Go’s office

    would all prove the involvement and interference of Bong Go in the FAP, specifically in the CMS selection.

    Again, if the white paper and the order to Empedrad for a meeting in Malacanang did not come from higher authorities, do you think SND Lorenzana and the Navy’s PMT would respond and take action to it?

    The denial of Malacanang and Sec. Bong Go on his involvement in the FAP is a glaring contradiction to the documents. Furthermore, instead of lawyering and immediately dismissing Sec. Bong Go’s involvement, President Duterte could have called for an investigation on the matter especially given the controversies hounding the FAP. This is not what is expected from an administration who boasts of caring for the armed forces.

    Ang mga sangkot sa anomalyang ito ay maaaring tumanggi pero hindi maikakaila na sa huli ay nanaig ang business interest laban sa national interest dahil sa mga pangyayaring ito.

    MANILA - The former commander of the Philippine Navy who was unceremoniously relieved last month finally broke his silence and spoke to the media on Wednesday.

    Relieved Vice Admiral Ronald Joseph Mercado in a phone call told reporters that Special Assistant to the President Bong Go was not involved in the acquisition of two new Navy warships for $308 million.

    The former Navy chief said his attention was caught by reports pertaining to a piece of paper with his name concerning a supposed instruction by Defense Secretary Delfin Lorenzana.

    Mercado was earlier removed from office following "instructions from higher authorities," according to military officials.

    "Apparently because of that, there were insinuations about Secretary Bong Go, and you know I just like to come out because when I was FOIC (Flag-Officer-in-Command), he never once, with so many times we were together in many foreign Navy ships and there was never an instance, not once that he even asked me about the frigate, never," Mercado told reporters.

    The government signed a contract in 2016 with South Korean shipbuilder Hyundai Heavy Industries to build two frigates to be delivered to the Philippine Navy in 2020 and 2021.

    But concerns were raised last month after he was abruptly fired for purportedly delaying the project.

    Lorenzana claimed Mercado was trying to force the government to award a separate contract for the warships' "combat management systems" to a specific electronics company.

    The defense chief said at the time that "insubordination" was the reason why he recommended that Mercado be removed as FOIC.
