Kill the pusher and user, others will just step in to fill the need. So long as there are troubled lives and idle minds, the temptation will be greater. Address the root cause, properly and in a long term manner (even if instant results will not be seen, which is the case to most real solutions which really take the time and effort of all), by working on the economy, security of our country and doing the steps to help the prosperity move down the pyramid through education, housing, jobs, etc., and there you have an empowered citizenry.
