After the death of the mining industry... this admin seems to be encouraging people to become OFWs.
Other countries have similar taxation schemes for cars and it hasn't been a problem. The key here is poorer people who buy cheap cars pay less tax while rich people who buys luxury models have to pay higher premiums. The car industries will need to adjust their marketing tactics to survive. They won't die if they adapt.
On another note - where does those additional taxes go? Hehehe.

Will gray market / parallel import vehicles be affected by this new excise tax?

Rationalization of import prices and the entry of "official" dealers has hurt some of them badly.
Mini, for example, sold for about a million pesos less than "gray market" imports did. A gray market secondhand Cooper S sold for the same money as a brand new Cooper S at the time. The Nissan GT-R is another case for official over gray.

Now official dealers, who have to report sales and who fill out their taxes properly, will be at a disadvantage. The gray market should experience an uptick in sales... especially those selling luxury cars.
