Did Gloria Arroyo visit Merci after impeach vote?
MANILA, Philippines - Political analyst Prof. Edmund Tayao believes the alleged visit of Pampanga Rep. Gloria Arroyo to Ombudsman Merceditas Gutierrez hours after the House of Representatives voted in favor of her impeachment is another nick to her already beaten image.
Tayao said impeachment is a political process and public perception plays a big role. The trial at the Senate has yet to start, but public perception is already against the Ombudsman, he said.
"Public perception is against the Ombudsman, hindi mabuti para sa kanya ang pagpunta ni GMA pagkatapos ng botohan sa impeachment case. If you are one of the personalities in this impeachment case, you should be careful with what you say and be careful to be seen in public with whoever,” he said.
“Pwede naman na nag-usap nalang sila sa ibang lugar o nagkita, tumawag sa telepono para wala sanang nakakita sa kanila. Kung marami raw kasi ang nakakita, hindi maiiwasan na i-spin nila na kakampi ni Gutierrez si Arroyo,” he added.
Tayao added that people can only speculate what the two talked about during the alleged visit.
Gutierrez refused to comment on the issue.
"The Ombudsman will not dignify such a malicious rumor with a comment," said Anna Sanchez, media officer from the Office of the Ombudsman.
An anonymous caller purporting to be a neighbor of Gutierrez contacted ABS-CBN this morning and alleged Mrs. Arroyo visited Ombudsman Gutierrez.
ABS-CBN visited the Ombudsman's neighborhood in Santa Ana, Manila and residents and barangay officials confirmed seeing the former president. However, they refused to face the camera for fear of retribution.
Two men identified by a barangay official as security guards working for the residential building owned by the family of Ombudsman Gutierrez's husband approached the ABS-CBN team and took their names.
They also took photographs of the news team using a small handy-camera.

The shoe is now on the other foot. When GMA was in power, her allies used their numbers and abused parliamentary processes to block any attempts at impeachment ---regardless of the merits of the case.
GMA, Lagman, Suarez, Magsaysay et al are simply getting a dose of their own medicine.
I think what they fear more is that the present administration has shown its determination to remove GMA's appointees who are perceived to be stumbling blocks against her prosecution and that of her cronies for corruption.

The roadmap to getting GMA for corruption starts with removing the layers of protection she put in place for herself in various positions in government.
The Office of the Ombudsman is obvious since it is the entity tasked with prosecuting public officials for graft and corruption. I don't know if there are any GMA appointees in the Sandiganbayan other than the Presiding Justice, but you can be sure that there will be some pressure on them if and when GMA goes to trial.
Then there is the SC with longtime GMA aide and ally Renato Corona as sitting CJ, together with about eleven other associate justices having been appointed by GMA. Going by the numbers, you can be sure that GMA has the advantage in numbers if her case is appealed all the way to the SC. That's why Rep. Rodolfo Fariñas is chomping at the bit to impeach the 3 SC justices who signed off on the SQA order against the House of Representatives Committee on Justice regarding Merci's impeachment complaint.

MANILA, Philippines – Ombudsman Merceditas Gutierrez has resigned, according to sources at the Office of Political Affairs in Malacañang.
The sources, who requested anonymity because they are not authorized to talk to media, said Gutierrez submitted her resignation letter to President Benigno Aquino III Friday morning.
Gutierrez is facing impeachment charges for, among others, alleged neglect of duty in failing to act on the criminal and administrative cases filed primarily against former president Gloria Macapagal-Arroyo and husband, Jose Miguel.
Gutierrez will hold a press conference later on Friday and speculation is rife that she will announce her resignation.
Mr. Aquino is also expected to announce Gutierrez's resignation.
