I think its well with the rights of the Philippine government to declare erring diplomats as persona non grata.

If not recalled, the receiving state "may refuse to recognize the person concerned as a member of the mission."[2] A person can be declared persona non grata before that person even enters the country.[1]
With the protection of mission staff from prosecution for violating civil and criminal laws, depending on rank, under Articles 41 and 42 of the Vienna Convention, they are bound to respect national laws and regulations. Breaches of these articles can lead to a persona non grata declaration being used to punish erring staff. It is also used to expel diplomats suspected of espionage, described as "activities incompatible with diplomatic status,"[3][4] or any overt criminal act such as drug trafficking. The declaration may also be a symbolic indication of displeasure.[5]

In a tweet, the group MediaUnlocked, which claims to be made up of China-based journalists who specialize in China and global issues, says it has an exclusive story.
In the tweet, the group claims to have uncovered a "plot" by the Philippines to "stage a conflict" in Scarborough Shoal, or Huangyan Island.
As part of the "plot", Filipino fishermen pre-positioned near Scarborough Shoal will supposedly "BEGIN DELIBERATELY FALLING INTO THE WATER (emphasis mine), and hassling the routine patrol of the Chinese Coast Guard to provoke a response" in front of Philippine and international cameras.
"Those who are not foolish can easily discern who is stirring up trouble," the group says in its tweet.
The group doesn't cite the nature of its source.
i hope china won't do any harm to the civilians in the "atin ito" flotilla.
