Taken in isolation, they can say it is a minor maritime incident. However, when you factor in:

a. PH is a claimant of the Spratlys
b. China claims all of the SCS/WPS
c. The Chinese have resorted to denying access to the WPS by crowding it with their militia boats

Then the ramming incident becomes more serious because China isn't even talking about how they would prevent such "accidents" from occurring again. They'll just resort to claiming its another "accident".

Yes I agree with these. With Indonesia, Vietnam and Malaysia pushign back diplomatically and militarily, it would have been great if the Philippine joined in reining China from being too aggressive with their sovereign incursions and harassment.
