sadly a lot of the mayors in this country (especially those outside of manila) feel they are the end all and be all of their constituency. they treat their locals as fiefs whose lives they can toy with and rule how they see fit absolutely

We have to coordinate with the local government, but we are not forced to hand over the goods. Anong akala niya? The mayor has no right to claim or confiscate charitable goods that are given in a private transaction.
