Since FVR, every presidential term has a Cha-cha initiative. Usually the stated reasons are for economic provisions, i.e. the only Filipino-owned business (60%? majority Filipino share) may operate in the Philippines. May ways currently around this, with so-called oligarchs and and influential politicians teaming up with foreign companies and investors with the former sometimes "laway (influence) lang ang puhunan". They want to change this to open up the field and bring in more investors. Others want to change the system of government to parliamentary or federal to make each province have a voice and not have only one group (Imperial Manila/Luzon). But its obvious trapos are all riled up with the anti-dynasty provisions and the limited terms especially for the president (and their own influence).
