    THE DIFFERENCE
    The difference between the poor countries and the rich ones is not the age of the country:

    This can be shown by countries like
    [/SIZE]
    [SIZE=2]India[/SIZE][SIZE=2] & [/SIZE][SIZE=2]Egypt[/SIZE][SIZE=2]; those are more than 2000 years old, but are poor.

    On the other hand,
    [/SIZE]
    [SIZE=2]Canada[/SIZE][SIZE=2] ,[/SIZE][SIZE=2] Australia & New Zealand , that 150 years ago were inexpressive, today are developed countries, and are rich.

    The difference between poor & rich countries does not reside in the available natural resources.

    [/SIZE]
    [SIZE=2]Japan[/SIZE][SIZE=2] has a limited territory, 80% mountainous, inadequate for agriculture & cattle raising, but it is the second world economy. The country is like an immense floating factory, importing raw materials from the whole world and exporting manufactured products.

    Another example is
    [/SIZE]
    [SIZE=2]Switzerland[/SIZE][SIZE=2] ,[/SIZE][SIZE=2] which does not plant cocoa but has the best chocolate in the world. In its little territory they raise animals and plant the soil during 4 months per year. Not enough, they produce dairy products of the best quality! It is a small country that transmits an image of security, order & labor, which made it the world's strongest, safest place.

    Executives from rich countries who communicate with their counterparts in poor countries show that there is no significant intellectual difference.

    Race or skin color are also not important: immigrants labeled lazy in their countries of origin are the productive power in rich European countries.

    What is the difference then? The difference is the attitude of the people, framed along the years by the education & the culture & flawed tradition.

    On analyzing the behavior of the people in rich & developed countries, we find that the great majority follow the following principles in their lives:

    1. Ethics, as a basic principle.
    2. Integrity.
    3. Responsibility.
    4. Respect to the laws & rules.
    5. Respect to the rights of other citizens.
    6. Work loving.
    7. Strive for savings & investment.
    8. Will of super action.
    9. Punctuality.
    10. and of course...Discipline

    In poor countries, only a minority follow these basic principles in their daily life.

    The

    [SIZE=2]Philippines[/SIZE][SIZE=2] is not poor because we lack natural resources or because nature was cruel to us. In fact, we are rich in natural resources.

    We are poor because we lack the correct attitude. We lack the will to comply with and teach these functional principles of rich & developed socie

    While I agree that it's largely in the character traits, mahirap sabihin kung aling traits ang cause at alin ang RESULT.

    It could be that poor people are so into survival that higher ideals aren't really that important as a priority. And savings? Madali sabihin kung may matira sa pera mo kahit konti, pero kung isang kahig isang tuka ka, how're you going to come up with that?

    Typical of a country used to be a colony of a super power. In our case Spain, and the US to very little degree Japan. I have yet to see a former colony of a previous super power become classified as a developed country. Indonesia was a former colony of Netherlands, they too are still a 3rd world country. Mexico also and pretty much all of Latin America sliced and diced by the Spanish and Portugese.

    Lets say lahat ng politiko may probleme at mga opisyal at mga negosyante na hindi tama mag bayad ng buwis, pero bottom line, disiplina ang kailangan, pero most of us maybe ganun din, kung ti-tingnan mo ang mga post dito, mostly puro pag puna at negatibong komento, kaya sa tingin ko kung isa sa atin ang u-upo para maging opisyal ng kung anu mang departamento ay malamang ay maging ganun din, kasi hindi pa tayo handa sa totoong disiplina na nag mumula sa atin mismo....pananaw ko lang naman ito..peace to all

    Lahat tayo ay tama sa ating mga opinyon , pero walang naman sinasabing solusyon na pwedeng GAWIN AGAD para unti unti mabago ang ating kalagayan..

There will be no progress without PEACE and ORDER,,, at TRABAHO ng PULIS is "TO MAINTAIN PEACE AND ORDER".

    Ulitin ko, mag banggit kayo ng kahit anong problema at sa kapabayaan ng pulis ang punta.... Ano naman ang pwede nating gawin agad????? Pressure the PNP to implement ALL LAWS AND ORDINANCES... A simple signs on yyour cages will help start the ball rolling.... Peace to all.

    Classification of the Powers and Functions of the PNP:
    1. Statutory Power of the Police, such as:

    1. To enforce the laws and ordinances relative to the protection of lives and properties;
    2. To maintain peace and order and take all the necessary steps to ensure public safety;
    3. To investigate and prevent crime , effect the arrest of criminal offenders, bring offenders to justice and assist in their prosecution;
    4. To detain an arrested person for a period not beyond what is prescribed by law, informing the person so detained of all his rights under the constitution;
    5. To exercise the general powers to make arrest, search and seizure and pertinent laws.
