    ^rail system is not as simple as we see kids assemble and play with it

    Its path is made of iron, its affected by heat load of the train

    The drive train is electric motor which requires power plants to supply it with power. Just like any other appliances we run in our household, the more trains or coaches operating on the rails the higher the power output these power plant should deliver in order to sustain numerous train on tracks that will draw current to rotate those wheels

    It also have signalling systems along the whole stretch of the track and stations. These control whether the trains will automatically slow down or stop for emergency purposes. Trains should come to a complete halt in every stations. People in the central control should be able to monitor all trains in the track. Central control have power to switch track remotely to open up the track should one train bog down

    The riding public are being misled that replacing the trains will cut it, its simply wrong.

    It requires a complete overhaul, from the rails, to the trains, to the signalling system and to the power plants

    The trains have been upgraded by the previous admin, the current admin should work hard to upgrade the rest of the system that need upgrading to completely make the riding experience of the riding public pleasant once and for all

    MANILA, Philippines - Senators are appalled that the coaches for the Metro Rail Transit 3 (MRT-3) ordered by the Aquino administration were “chop-chop” vehicles or just haphazardly put together from parts provided by different suppliers.

    Sen. Grace Poe, chair of the public services committee, said officials of the previous administration lied before senators when they repeatedly gave assurance that the coaches from Dalian Locomotive Inc., costing P3.8 billion, would be immediately put to service when they arrived last year.

    “I’m vexed, I’m angry along with our countrymen… they (officials) gave guarantees many times but they were all lies,” Poe said.


    “They (officials of the defunct Department of Transportation and Communications) are the original ‘chop-chop’ people,” she said, using street slang for stolen vehicles broken down into parts and then sold.

    She said what was provided by Dalian, which she stressed had no experience manufacturing commuter coaches, were only the bare trains.

    The motors were sourced from Germany while the signaling system was provided by a South Korean firm, she said.

    Since there are still lacking or incompatible parts from the different suppliers, the trains cannot be used by the MRT-3, the senator lamented.

    Sen. Joseph Victor Ejercito, vice chairman of the panel, expressed strong suspicions that anomalies may have accompanied the acquisition of the coaches.

    Ejercito said he was surprised the previous administration replaced Sumitomo Corp. of Japan with other companies with no track record as MRT-3’s maintenance provider when the firm had been servicing the train system for the past several years without any accidents.

    “Either there was something fishy in that move or just plain incompetence,” the senator said.

    The prototype train cars from winning bidder Dalian Locomotive Rolling Stock Co. of China arrived at the MRT-3 depot in Quezon City last week.
    The traction motor and brake system from Germany will be installed in November, in time for the test run.
    Busan credentials

    Busan has been operating and maintaining the Busan Metro, four railway lines of the mass transit system in Busan, South Korea since 1999, demonstrating their capacity to manage the maintenance works and facility upgrades as stated in the contract.

    In addition to the fulfilling maintenance requirements, the P3.81-B contract also covers the general overhaul of 43 coaches over the course of the agreement period, and the total replacement of the signaling system within 24 months.
    The project will also include the improvement of MRT-3's traction power substations and signaling system, and new stabling tracks and catenary system in the depot.

    Let's make this very clear... I will be grinning from ear to ear kung mapa kulong ni Poe si Abaya on the grounds of corruption.

    However, to insinuate na plug and play ang mga bagong bagon o they were mislead by the contract dahil it turned out "chop chop" daw is BS.

    At si manalo na nagsabi match daw kuno ang signaling system eh siya pala ang nagaproved nyan 48 na bagon...

    Ayaw magpainterview ni abaya at manalo.... Bakit kaya....

    Ex-DOTC chief Abaya charged over unusable MRT coaches from China

    MANILA, Philippines — Former Transportation Secretary Joseph Emilio Abaya and five other former officials of the Department of Transportation and Communications (DOTC) are in hot water for allegedly entering into a disadvantageous contract worth P3.8 billion with a Chinese firm for the supply of coaches to Metro Rail Transit (MRT) Line 3.

    In a 12-page complaint filed before the Office of the Ombudsman on Friday, anti-corrupt groups Anti-Trapo Movement of the Philippines (ATM), Liga ng Eksplosibong Pagbabago (LEP) and United Filipino Consumers and Commuters (UFCC) said Abaya and other DOTC officials must be investigated for violations of Sections 3 (e) and (g) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

    The complaint stemmed from the DOTC's awarding of contract amounting P3.769,382,400 to Dalian Locomotive and Rolling Stock Co. Ltd. in January 2014 for the supply of 48 coaches to MRT 3.

    “Dalian miserably failed to deliver what were required in the Contract, thereby causing undue injury to the Filipino people and the government. The non-operational Dalian-made coaches likewise resulted in lost farebox revenues amounting to millions of pesos,” the complaint read.

    The complainants said that while all the 48 coaches were already delivered early this year none of them was operational.

    The complainants also said the delivered coaches were not equipped with any signaling system despite the technical specifications provision of the contract stating that all the coaches should be equipped with automatic train protection (ATP) signals.

    The group said the delivered coaches also did not undergo prior testing on their operability.

    “Dalian proved itself to be not technically capable of delivering the goods it was contracted to manufacture. Respondents, for one reason or another, turned a blind eye on Dalian's technical deficiencies,” the complaint read.

    Aside from Abaya, named as respondent in the complaint were former DOTC Bids and Awards Committee chairman Jose Perfecto Lotilla, former DOTC BAC members Rene Limcaoco and Julianito Bucayan Jr., former BAC Secretariat overall head Catherine Jennifer Gonzales, former head of the DOTC Project Implementation Team Roman Buenafe and MRT 3 director for operations Deo Leo Manalo.

    Al Vitangcol III, who was acting as the legal counsel of the complainants, said that while the contract was awarded during his term as MRT 3 general manager it was the DOTC which solely conducted the bidding for the project.

    Vitangcol is facing graft cases before the Sandiganbayan in connection with the alleged anomalous awarding of contract for the maintenance of MRT 3 and for the alleged extortion attempt on Czech company Inekon Group.

    ^sige lang demanda lang ng demanda, pero sana tumrabaho din ang nakaupo

    Ano ang kailangan pang trabahuin? Upgrade the rail, signalling and the power supply stations in 6 years

    The trains have to be upgraded first because it will serve as a basis for the rail and signalling upgrade.

    The coaches that were made in china have no traction motors because german made motors are deemed to be of better quality and is expected to last longer

    Former DOTC Sec. Abaya appeared in the Senate today. Time for both sides to prove allegations. Para hindi puro bunganga lang.
