either the previous responsible people did not know what they were buying, or it was all an intentional conspiracy to defraud the government of large amounts of money.

over the radio, the guy said that they bought the trains and components, piecemeal, and were supposed to "assemble and refine" them painstakingly, so that they will function well with the other components of the system.

my question to myself is, "why not just buy complete, ready-to-use trains from the original supplier? more expensive, certainly, but at least, we get to use them in our lifetime.

^rail system is not as simple as we see kids assemble and play with it

Its path is made of iron, its affected by heat load of the train

The drive train is electric motor which requires power plants to supply it with power. Just like any other appliances we run in our household, the more trains or coaches operating on the rails the higher the power output these power plant should deliver in order to sustain numerous train on tracks that will draw current to rotate those wheels

It also have signalling systems along the whole stretch of the track and stations. These control whether the trains will automatically slow down or stop for emergency purposes. Trains should come to a complete halt in every stations. People in the central control should be able to monitor all trains in the track. Central control have power to switch track remotely to open up the track should one train bog down

The riding public are being misled that replacing the trains will cut it, its simply wrong.

It requires a complete overhaul, from the rails, to the trains, to the signalling system and to the power plants

The trains have been upgraded by the previous admin, the current admin should work hard to upgrade the rest of the system that need upgrading to completely make the riding experience of the riding public pleasant once and for all

MRT coaches from China ‘chop-chop’ — Poe
By Paolo Romero (The Philippine Star) | Updated May 3, 2017 - 12:00am

MANILA, Philippines - Senators are appalled that the coaches for the Metro Rail Transit 3 (MRT-3) ordered by the Aquino administration were “chop-chop” vehicles or just haphazardly put together from parts provided by different suppliers.

Sen. Grace Poe, chair of the public services committee, said officials of the previous administration lied before senators when they repeatedly gave assurance that the coaches from Dalian Locomotive Inc., costing P3.8 billion, would be immediately put to service when they arrived last year.

“I’m vexed, I’m angry along with our countrymen… they (officials) gave guarantees many times but they were all lies,” Poe said.

“They (officials of the defunct Department of Transportation and Communications) are the original ‘chop-chop’ people,” she said, using street slang for stolen vehicles broken down into parts and then sold.

She said what was provided by Dalian, which she stressed had no experience manufacturing commuter coaches, were only the bare trains.

The motors were sourced from Germany while the signaling system was provided by a South Korean firm, she said.

Since there are still lacking or incompatible parts from the different suppliers, the trains cannot be used by the MRT-3, the senator lamented.

Sen. Joseph Victor Ejercito, vice chairman of the panel, expressed strong suspicions that anomalies may have accompanied the acquisition of the coaches.

Ejercito said he was surprised the previous administration replaced Sumitomo Corp. of Japan with other companies with no track record as MRT-3’s maintenance provider when the firm had been servicing the train system for the past several years without any accidents.

“Either there was something fishy in that move or just plain incompetence,” the senator said.

MRT consortium of Sobrepena was already warning the goverment about the system falling apart during the time of GMA. The MRT was a PPP disaster from the start fraught with corruption.

“To fast track the whole process, we met with officials from the German Embassy, Voith, and Knorr-Bremse a few weeks back regarding delivery schedules. Next week, our team will discuss the details with these suppliers, so we can explore ways to provide more trains to the public earlier than scheduled,” he said.

Voith is the manufacturer of the traction systems and gearboxes for the 48 brand new coaches of the MRT-3 line, while Knorr-Bremse is in charge of the brake systems.

“As we announced last June, static testing will be conducted from September to October. Meanwhile, dynamic testing was scheduled from November to December, when these parts will be delivered from Germany,” Abaya said.

The prototype train cars from winning bidder Dalian Locomotive Rolling Stock Co. of China arrived at the MRT-3 depot in Quezon City last week.
The traction motor and brake system from Germany will be installed in November, in time for the test run.
    Busan credentials

Busan has been operating and maintaining the Busan Metro, four railway lines of the mass transit system in Busan, South Korea since 1999, demonstrating their capacity to manage the maintenance works and facility upgrades as stated in the contract.

In addition to the fulfilling maintenance requirements, the P3.81-B contract also covers the general overhaul of 43 coaches over the course of the agreement period, and the total replacement of the signaling system within 24 months.
The project will also include the improvement of MRT-3's traction power substations and signaling system, and new stabling tracks and catenary system in the depot.

Let's make this very clear... I will be grinning from ear to ear kung mapa kulong ni Poe si Abaya on the grounds of corruption.

However, to insinuate na plug and play ang mga bagong bagon o they were mislead by the contract dahil it turned out "chop chop" daw is BS.

^sige lang demanda lang ng demanda, pero sana tumrabaho din ang nakaupo

Ano ang kailangan pang trabahuin? Upgrade the rail, signalling and the power supply stations in 6 years

The trains have to be upgraded first because it will serve as a basis for the rail and signalling upgrade.

The coaches that were made in china have no traction motors because german made motors are deemed to be of better quality and is expected to last longer

Poe was relegated to the fact that the MRT system requires a COMPLETE overhaul

So to the current admin do your part, upgrade the rest of the rail system that requires upgrading

It will get worst before things get better because its always overloaded until the new coaches are utilized

^The MRT trains deployed in the initial operation were similar to the LRT trains deployed in the 80s

The original LRT trains are of light brown color and the original MRT trains are of blue color

Solon bares, slams P83,566 salary of 6 MRT-3 janitors

    Published June 11, 2017, 10:00 PM

    by Ellson Quismorio

If this doesn’t shout anomalous, Puwersa ng Bayaning Atleta (PBA) Partylist Rep. Jericho Nograles doesn’t know what does.

Nograles on Sunday called preposterous the supposed midnight contract entered into by the Metro Rail Transit (MRT)-3 maintenance service provider Busan Universal Rail Inc. (BURI) wherein six janitors will receive a monthly pay of P83,566.

“Their janitors should be a lot richer than most bank managers and government officials with a total of P18.050 million allotted for only six personnel,” commented Nograles.

In comparison, a bank manager earns from P40,000 to P60,000 per month while government officials with Salary Grades 26 equivalent to Director II receive less than P83,000 per month.

He said the janitors were merely tasked to clean the interior of the 43 MRT 3 Light Rail Vehicles (LRVs) in the mainline for a period of three years.

According to Nograles, this budget allocated for janitorial service is preposterous and utterly scandalous considering the fact the scope of work for this particular item only cover the LRVs and not the entire MRT 3 facility.

“The transportation and MRT 3 officials who allowed this kind of travesty and their BURI cohorts are either absolute dimwits or are remorseless criminal masterminds,” the party-list solon said.

Nograles said that BURI contract was obviously rushed without regard to national interest and public welfare by the previous Aquino administration through the now defunct Department of Transportation and Communications (DoTC).

“The DOTC entered into this BURI maintenance service contract and Dalian Locomotive supply contracts with so much haste to the point of disregarding national interest and public welfare. Now we are paying for the previous administration’s sins. This should stop now. No more payments until the procurement laws are followed correctly,” he added.

Roxas man tagged in MRT-3 glitches
By Delon Porcalla (The Philippine Star) | Updated August 23, 2017 - 12:00am

Marlo dela Cruz is the “mystery man” reportedly behind the series of malfunctions that beset the MRT-3, as he is the “supplier” to maintenance provider Busan Universal Rail Inc. (BURI), according to Rep. Jericho Nograles of party-list Puwersa ng Bayaning Atleta. KRIZ JOHN ROSALES, File

MANILA, Philippines - A trusted “political operator” of former interior secretary Manuel Roxas II has allegedly been supplying fake spare parts to the maintenance provider of Metro Rail Transit Line 3 (MRT-3), an administration lawmaker said yesterday.

He said Dela Cruz was among those accused by former Czech Ambassador Josef Rychtar to the Philippines of allegedly extorting $30 million from Czech train maker Inekon.

Nograles said Dela Cruz also owns Diamond Pearl Development Corp., a “dubious” construction supply firm that also supplies BURI spare parts for the MRT-3.

“This is very, very dangerous. Using fake spare parts for a very critical component such as safety equipment for signaling system is a criminal act. Our people’s lives and limbs are in danger each time they take the MRT-3,” Nograles said.

Nograles said the safety equipment for the MRT-3’s signaling system is crucial in ensuring the safety of passengers as it basically controls train speeds and keeps them apart to avoid collisions, sudden brakes and other risks.

Nograles filed House Resolution 1212 that seeks to investigate why BURI is allegedly using fake parts instead of the original proprietary parts supplied by Bombardier Transportation Signal Ltd., the maker of MRT-3 safety components for its signaling system.

“We have already previously exposed how BURI fails to purchase needed spare parts but what is more appalling is the evident disregard of passenger safety. BURI has been purchasing fake replacement parts for the safety equipment,“ he revealed.

Nograles noted that while most of the MRT-3 service interruptions are due to rolling stock breakdowns with 31 interruptions in 2016 and 21 more in 2017, the second source is the signaling system or safety system, with 21 interruptions from January 2016 to July 2017.

Data from the MRT Control Center show that in 2016, the MRT-3 experienced the most number of service interruptions in its lifetime with 58 under BURI. And for January to July 2017, MRT-3 already had 38 service interruptions, much higher than last year.
