    sarap naman ang buhay nila kung tutoo ito. TAX ba ang akala nila sa contribution ng OFW at bakit sinasabi nilang incentive para sa kanila dahil sa mataas na collection? robbery at corruption na naman ang nangyari na talaga namang ginagawang milking cow ang mga OFW itong mga salot sa POEA/OWWA . kaya siguro inilabas yung direct-hire na circular para mas marami pang sasakmalin ang mga bwaya.

    THE Commission on Audit (COA) has rebuked the[SIZE=2]Philippine Overseas Employment Administration for "illegally" granting[/SIZE][SIZE=2]about P40 million in incentives and allowances to its officials and[/SIZE][SIZE=2]employees for the past three years.[/SIZE]

    [SIZE=2]COA also took the POEA to task for allowing its executives and employees[/SIZE][SIZE=2]who[/SIZE][SIZE=2]were issued mobile phones to download about P796,000 worth of games,[/SIZE][SIZE=2]tones,[/SIZE][SIZE=2]picture messages and other unauthorized items.[/SIZE]

    [SIZE=2]In its latest report, prepared by Director IV Roberto Marquez, COA said[/SIZE][SIZE=2]the POEA drew P24.048 million from the funds of the Overseas Workers'[/SIZE][SIZE=2]Welfare Administration to grant an "incentive allowance" to its[/SIZE][SIZE=2]personnel. Such use of OWWA funds is unauthorized, COA said.[/SIZE]

    [SIZE=2]It said that even if the OWWA Board of Trustees had justified the giving[/SIZE][SIZE=2]of the incentive allowance by citing the increase in OWWA collections[/SIZE][SIZE=2]from overseas Filipino workers, the move was "without legal basis."[/SIZE]

    [SIZE=2]Section 15 (e) of the General Appropriations Act, FY 2003 (as reenacted[/SIZE][SIZE=2]in 2004), "as well as previous general appropriation acts, provides that[/SIZE][SIZE=2]no government funds shall be [used] to pay honoraria, allowances or[/SIZE][SIZE=2]other compensations to any government official or employee, except[/SIZE][SIZE=2]those specifically authorized by law," the report stated.[/SIZE]

    [SIZE=2]Section 3 of Administrative Order 103 also bans national government[/SIZE][SIZE=2]agencies from granting new or additional benefits to[/SIZE][SIZE=2]their officials and employees "except for Collective Negotiation[/SIZE][SIZE=2]Agreement (CNA) Incentives and those expressly provided by presidential[/SIZE][SIZE=2]issuance," the COA said.[/SIZE]

    [SIZE=2]Although it recommended that the POEA management stop granting the[/SIZE][SIZE=2]incentive[/SIZE][SIZE=2]allowance, COA acknowledged that the issue is awaiting final disposition[/SIZE][SIZE=2]before the Legal Adjudication Office.[/SIZE]

    [SIZE=2]COA noted that the POEA granted P15.448 million for the CNA signing[/SIZE][SIZE=2]bonus[/SIZE][SIZE=2]and rice allowance to its employees, a violation of rules laid down by[/SIZE][SIZE=2]the[/SIZE][SIZE=2]Public Sector Labor Management Council.[/SIZE]

    [SIZE=2]COA said the POEA management and the employees' union agreed on a[/SIZE][SIZE=2]quarterly[/SIZE][SIZE=2]rice subsidy to its employees, including casuals, contractual and[/SIZE][SIZE=2]temporary[/SIZE][SIZE=2]workers, and a P15,000 signing bonus "to be given on a staggered basis[/SIZE][SIZE=2]within three years subject to the availability of savings."[/SIZE]

    PART 2... Anomalia sa POEA at OWWA?
    [SIZE=2][SIZE=2]On the strength of the agreement signed on December 10, 2001, the POEA[/SIZE][SIZE=2]granted P15.448 million from 2002 to 2004. But! the COA reviewed the[/SIZE][SIZE=2]payments and found they could have violated the rules on CNA signing[/SIZE][SIZE=2]bonus and allowances. Rice and other subsidies require "appropriation[/SIZE][SIZE=2]of funds," or approval from Congress and subsequent enactment of the[/SIZE][SIZE=2]President, COA said.[/SIZE][/SIZE]
    [SIZE=2][SIZE=2]COA also cited a May 16, 2002, circular from the Department of the[/SIZE][SIZE=2]Budget and Management that said the President has issued a "moratorium[/SIZE][SIZE=2]on[/SIZE][SIZE=2]the grant of CNA signing bonus due to some problems raised on the[/SIZE][SIZE=2]payment[/SIZE][SIZE=2]and fund source."[/SIZE][/SIZE]

    [SIZE=2][SIZE=2]COA added that the moratorium has been in effect until these problems[/SIZE][SIZE=2]are[/SIZE][SIZE=2]resolved and a policy is issued on the matter.[/SIZE]
    [SIZE=2]It also cited the July 11, 2002, decision of the Supreme Court in the[/SIZE][SIZE=2]case[/SIZE][SIZE=2]of Social Security System v. COA, in which it ruled against the signing[/SIZE][SIZE=2]bonus as a form of additional compensation[/SIZE][SIZE=2]under the Constitution.[/SIZE]

    [SIZE=2]COA said that despite the Court's earlier pronouncement against the[/SIZE][SIZE=2]granting[/SIZE][SIZE=2]of incentives and allowances, the POEA in 2004 still gave P7.2105[/SIZE][SIZE=2]million[/SIZE][SIZE=2]to[/SIZE][SIZE=2]its employees and officials as signing bonus and rice subsidies.[/SIZE]

    [SIZE=2]The POEA justified its move by saying that the budget department had[/SIZE][SIZE=2]approved the release of incentives and allowances, COA said.[/SIZE]
    [SIZE=2]COA also questioned why the POEA failed to follow the guidelines in its[/SIZE][SIZE=2]memorandum on October 26, 2001, covering the use of cell phones after[/SIZE][SIZE=2]the POEA paid for the nonessential downloads made by its officials and[/SIZE][SIZE=2]employees.[/SIZE]

    [SIZE=2]The POEA is supposed to put a limit on the use of cell phones, but the[/SIZE][SIZE=2]audit[/SIZE][SIZE=2]on its telephone bills showed that P487,283.59 of the P1.3-million total[/SIZE][SIZE=2]from 2003 to 2004 consisted of charges in excess of the authorized[/SIZE][SIZE=2]limit.[/SIZE]

    well there's really one thing that OFW's should know and should know fast ...

    Marketing slogan lang yan sinasabi ng gobyerno or specifically that particular agency na kayo ang mga bagong BAYANI.

    syempre, para maibsan ang pagpunta at pagtitiis nyo sa abroad malayo sa mga loved ones. pero bali-baligtarin mo pa din, basang basa na naman sa mga utak nila na milking cow talaga kayo

    kumbaga sa business, frontliner kayo tapos yun kinikita nyo may parte dapat sila. and since nasanay na sila na mabuhay dahil sa inyo paghihirap OFW and they want more bec. their lifestyle too is changing. lalakihan nila ang parte nila.

    even sa private sector napakalaki ng interest sa inyo, from real estate developers to franchise biz relating to padala. dati rati yun Western Union akala ko parang isang business na tinayo ng mga Russians dito eh hehehe, pero ngaun sa Robinson Galleria lang 4 ata franchise ng Western union dun. real estate agents also practice discrimination among local and OFW buyers. syempre mas, preffered kayo not bec. bayani kayo but bec. you have dollar$.

    the shrewd politicians think of you as bonus. they dont have to lift a finger to help you. all they have is to do is to continue yun pagpapahirap sa mamamayan para dumami lalo ang pinoy tumakbo abroad and more dollars will come in. kung importer-politician lalong the BEST!

    so given all these, what should you do?

    bakit hindi na lang kayo magtayo ng coop dyan independent of the Phils. kung level-playing field ang bansang pinagtrabahuhan nyo, eh di mas maganda if you will pool some of your hard-earned savings to start your own intl. biz. although this path has a lot of grey area, sa tingin mas better naman ito kaysa nagtatrabaho sa ibang bansa tapos ang solution sa problema nyo eh laging hinahanap nyo pa din dito. and therefore, puro sama na lang ng loob. wala na talaga kayo magagawa, ang pinoy is such a money sniffer. naamoy nya kung san ang bulk ng pera at andun sya scheming on how to get a part of it if not all.

    matagal ng palpak at mabaho yang OWWA na yan...

    being an OFW myself who is exposed to some of the distress calls and cases here in KSA.... walang malasakit sa OFW 's ang mga naatasang ahensya ng gobyerno na supposedly ay siyang mangangalaga sa kapakanan namin...

    disclaimer: di ko na binasa iyong buong txt ng anomaly, kaya this comment may be out of topic... impulsive comment lang po ang sinabi ko. nag iinit kasi patilya ko pag naririnig ko OWWA at anomalia in one sentence.
