    MANILA, Philippines – Senate Minority Floor Leader Alan Peter Cayetano on Wednesday was so disappointed with the Metro Manila Development Authority over last week’s (August 7) deluge that he used his privileged speech to denounce the agency.



    “It’s an MMDA-made floods,” Cayetano said as he blamed the agency for the *******s of water that raged through the streets of the metropolis and overwhelmed some houses with up to six feet of water.



    He said MMDA officials should be held accountable for failure to expeditiously approve requests for fuel for water pumps that would have siphoned off flood waters in submerged areas.



    The senator demanded an investigation.



    As if that was not enough, Cayetano questioned the expertise of the MMDA whose head, Francis Tolentino, holds the title of anti-flood czar.



    “Ano ba talaga ang expertise ng MMDA (What’s really the expertise of MMDA)? Flood control or damage control for their shortcomings?” Cayetano asked.



    As to the fuel-starved water pumps, Cayetano quoted letters of MMDA engineers requesting for diesel supplies for the pumping stations in Hagonoy, Taguig-Wawa and Labasan.



    He said the request was made as early as July, ahead of the grim weather experienced last week.



    However, it took 21 days for Tolentino to approve the request and contractor was only able to deliver the fuel on August 8, two days after the floods wrought havoc on Metro Manila.



    Worse, Cayeteno discovered that the contractors were not able to supply the full amount of fuel. In Hagonoy pumping station, only 18,000 liters were delivered, he said.



    Cayetano also blamed the severe flooding on the P. Tuazon underpass along EDSA to the plant boxes on the center aisle of the road. He said eroded soil clogged the drainage, aggravating the floods.

    Cayetano also mentioned that the pumps in Binondo had no fuel during the flooding, kaya pala nag overflow yung mga esteros sa Ongpin. Puro passing the buck kung sino in-charge... Tolentino doesn't want to accept he's at fault.

    I wanted these senators to investigate the effectiveness of urban planning in mitigating flood in these areas.

    Pumps are just one of the solution. I am not even sure if these pumps can actually remove the excess rainfall. So there has to be other problems other than the pumping stations.

    i doubt na kaya ng pumps yung volume ng ulan last week. high time na talaga para ma upgrade ang flood control system natin sa metro manila and nearby provinces. imagine na lang yung dami nung basura na naanod papunta manila bay.

    seeking re election din yan si Cayetano.. kailangan magpa ingay sa media.. tignan nyo dati.. sya nangulit sa media about FG.. na elect na senador.. tapos tumahimik... nag ingay na lang uli nung mag eleksyon na at kailangan mangampanya kay Villar...

    although shempre baka naman may point din lang na di sana ganun ka grabe yung bahay kung tumatakbo yung mga pumps... pero malamang sa malamang.. ang talagang motibo nyan is pabango uli sa media...

    One Cayetano in the Senate is enough and Alan Peter ain't it.

    Seriously, do we want to have certain families continue on as a political dynasty? Ika nga, a politician is like a baby's diaper. You have to change them often.

    Asar din ako dyan kay alan cayetano and I didnt vote for him, but lets not shoot the messenger. If there's truth to what he says of MMDA's incompetence then heads must roll.

    Yung baha dito sa amin eh noticably slower ang pag recede. Much inconvenience and properties lost due to MMDA's
    negligence!
