    MANILA, Philippines – President Arroyo’s game plan is to enter Congress with a core of 50 to 100 representatives as her allies, thereby posing a constant threat of impeachment against her successor, according to vice presidential bet and Senator Manuel "Mar" Roxas II.

    "It will be her shield to discourage the next president from going after her for the wrong deeds in her administration, and it will be her sword to keep her successor in check," speculated Roxas, who heads the Liberal Party (LP) and is the running mate of LP presidential bet and Senator Benigno Aquino III.

    "She just doesn’t want to be Speaker of the House, she wants to remain powerful even after she steps down," he added in an interview.

    "This is her golden parachute, this is her game plan."

    The Constitution requires one-third vote of all members of the House of Representatives to impeach the President and a two-thirds vote in the Senate to convict. Roxas said the President apparently had a lot of practice. Considering that impeachment cases against her had been an annual tradition since 2005. However, they were invariably doomed because the opposition lacked the numbers.

    Bayan Muna Representative Teodoro Casiño agreed that the President could hold her successor by the throat if she achieved her goal.

    "Once in Congress, Gloria Arroyo can definitely do that (threaten the next President with impeachment) and more. She can head a powerful committee or be Speaker if she tries hard enough, thus holding the next President by the balls, so to speak," said Casino.

    But Makati Representative Teodoro Locsin Jr. said that for this plan to succeed, President Arroyo would have to be willing to shell out more than what her successor could through pork barrel releases—P70 million a year per representative.

    "It depends how much. To maintain such a core in a state of critical mass sufficiently tight to ignite action, which is a centrifugal force, she would have to overspend sufficiently to overcome the centripetal force of presidential favor," said Locsin in a text message.

    "In short, she must pay each core member more than the latter expect to get in pork. That’s a lot of money, she would be better off buying the next president. It’s cheaper."

    Bayan Muna Representative Satur Ocampo seemed to agree, saying that without control of government resources, "she could not command obeisance among the members of the House."

    Ocampo said that for Arroyo to retain her clout, she must get at least 90 members doing her will and that impeachable offenses being committed by the next President early on in the term would provide Arroyo an opening to pounce. But Ocampo said, "both factors are uncertain or unlikely given Gloria Arroyo’s high level of public disapproval."

    Still, Nueva Ecija Representative Eduardo Nonato Joson said the President remaining a threat to the next president should not be discounted

    "She who has the gold rules. Everything is possible and probable because she still has her `palak’ or Partido Lakas-Kampi. It all boils down to numbers from elections to appointments as long as her number is not up yet," said Joson.

    Cavite Representative Joseph Emilio Aguinaldo Abaya said the President’s plan would still depend on the results of the 2010 elections and the "character of the people that will be attracted to such a cabal."

    "We hope that we do away with this brand of public service. It is a disservice and insult to our people. What will the people get with this kind of agenda?" said Abaya.

    The goal to get 50 to 100 House supporters, according to Roxas, is the reason why the President has been loading up her "guns" in the congressional race rather than the presidential or senatorial race to ensure that her loyal allies regain their seats and secure more in the House of Representatives.

    Arroyo’s run would conceivably put five Arroyos in the House as Pampanga Representatives Juan Miguel Arroyo, whose seat she would be taking over, was reportedly looking to return as a party-list representative.

    More than half a dozen of her Cabinet are also keen on joining her in Congress—Executive Secretary Eduardo Ermita in Batangas, Justice Secretary Agnes Devanadera in Quezon Province, Agriculture Secretary Arthur Yap in Bohol, Budget Secretary Rolando Andaya in Camarines Sur, Presidential Managament Staff chief Hermogenes Esperon, Technical Education and Skills Development Authority chair Augusto Syjuco, Jr. in Iloilo, and Press Undersecretary Anthony Golez in Bacolod.

    MANILA, Philippines—Pampanga Representative Juan Miguel "Mikey" Arroyo revealed on Thursday that he has been considering getting a fresh term in Congress via the party-list route.

    With his mother, President Gloria Macapagal-Arroyo, filing her certificate of candidacy for his seat of the second district of Pampanga in the House of Representatives, Congressman Arroyo joked he has been "eased" out of a reelection bid.

    But the congressman said "more than five party-list groups" have offered him a slot as their nominee.

    “There are certain party-lists who are trying to offer me a nomination so we’ll see,” Congressman Arroyo said, adding he would decide by mid-March.

    “Right now, the better alternative seems to be spending time with my kids, and working on my golf handicap,” he added.

    Mikey, the first son of President Arroyo, jested about being "eased" out during a House energy committee hearing. His mother’s candidacy has been widely criticized in Metro Manila, the seat of power.

    “I’m the incumbent congressman there (in Pampanga’s second district)…I was eased out…It’s my last term,” said Mikey, who is just on his second term.

    The joke elicited laughter from everyone present during the hearing on the energy crisis in Mindanao.

    Mikey made the quip after Parañaque Rep. Roilo Golez asked Energy Regulatory Commission (ERC) chair Zenaida Ducut if she was running for Congress. Ducut was the three-term congresswoman representing Mikey’s district before he took over in 2004.

    “I’m not sir because I have my fixed term in the ERC. My term will expire in 2015,” Ducut answered Golez.

    “I thought you were going to run against…” Golez replied before he was drowned out by laughter as those present realized what his question was leading to. It was then that Mikey made his quip.

    “It’s a joke,” Mikey later told reporters in an ambush interview, adding that he might even become a nominee of party-list group.

    While Mikey studies his options, his mother’s congressional allies continue to clamor that she contest the post of House Speaker in the next Congress.

    Deputy Speaker Simeon A. Datumanong (Lone District, Maguindanao) said Lakas-KAMPI-CMD was the biggest political party and most of its candidates for Congress would most likely win.

    “It will not be difficult for PGMA who will be congresswoman in the 15th Congress to become the Speaker,” Datumanong said.

    Deputy Speaker Eric D. Singson (2nd District, Ilocos Sur) also saw a “big possibility” of President Macapagal-Arroyo becoming Speaker if Lakas-KAMPI-CMD stayed as the majority party in Congress.

    Rep. Lorna C. Silverio (3rd District, Bulacan) said majority of those running for Congress belonged to Lakas-KAMPI and tshe saw “no reason why majority would not choose PGMA as Speaker.”

    “She is an efficient and hardworking leader. The legislative work is not new to her for she was a former Senator,” Silverio said, adding that Ms. Arroyo would make history if chosen the first woman Speaker.

    Isabela Rep. Rodolfo Albano earlier said that Lakas-Kampi was going to field Ms. Arroyo as its bet for House Speaker in the next Congress.

    Meanwhile, Mikey welcomed reports that Gina de Venecia, wife of former Speaker and erstwhile Arroyo ally Jose de Venecia Jr., had said that she had reconciled with Ms. Arroyo.

    “We have gone through much. If you notice, I never say anything bad about her family because I want to reconcile,” he said.

    Kelangan meron ng magpasa ng batas kontra political dynasties.

    True as well if you look at their "bigger" family. . . the Lakas-Kampi-CMD political party, which holds, according to them, 3 out of 4 current government positions. They're so much in control now, that their members and the Arroyos get away with corruption even in "broad daylight", like the Hello Garci scandal, and the Php500k bribe, uncovered by Gov Panlilio.

    So do we actually think this political party and it's members will actually push for Gibo if he really is not corrupt, and will put an end to their and their families' lavish lifestyles earned from corruption? No. They want someone who will keep Lakas-Kampi-CMD and it's members in power, and allow their corrupt practices to continue or to even increase.

    Gloria did so much to make the Philippines to what we are now---a 'banana republic"---corrupt government, weakening institutions, burgeoning population,wide divided between have and have-nots, criminality, poorly educated masses, gimpy economy with no solid fundamentals, etc.

    In short, nabubulok na Pilipinas.
