The Duterte admin can destroy/withhold evidence and silence witnesses to affect the outcome of the investigation. Even if the ICC moves towards a trial, it doesn't have the power to bring the accused to the Hague.

I read that the investigators don’t even have to fly in. They have their ways of gathering information & witnesses. Hell, they can even fly in as tourists & coordinate with local contacts or the CHR. There are so many other ways. The harder part is arresting the maniac when the time comes.
