    Dear Benny,

    Thank you for your email to the DTI, seeking clarification on BIR Revenue
    Regulation (RR) 4-2003 as it affects prices of automobiles.

    You may wish to take note of the pronouncement of the Department of Finance
    (DOF) that the aforementioned RR would be implemented on 31 March 2003. In
    such a case, the appropriate excise tax shall be levied on all sports
    utility vehicles (SUVs) such as the Isuzu Trooper that you plan to buy.
    Currently, this type of SUV is exempt from payment of excise tax.

    We wish to inform you, too that the Lower House has already passed on 3rd
    reading on 10 March 2003 House Bill No. 5719 that will restructure the
    excise tax on automobiles based on net manufacturer's price, as follows:

    NET MANUFACTURER'S PRICE: RATES:
    up to P500 thousand 3%
    over P500 thousand up to P1 million P15,000 + 15% of value in excess of P500 thousand

    over P1 million up to P2 million P90,000 + 30% of value in excess of P1 million

    over P2 million P390,000 + 50% of value in excess of P2 million


    The Senate likewise is currently deliberating on a similar bill.

    If congress is able to pass the foregoing before 31 March 2003, it is
    possible that RR 4-2003 could become moot and academic.

    If you will compute, AUV will increase to 40T to 80T pesos, while Trooper & Pajero will increase 260T & 230T resp.

    you can't use the current selling price of the vehicle for "net value" because the current selling price includes the excise tax under the current tax scheme.

    yung prado is not worth P3,200,000 as it is because that price includes a 100% tax.

    Tip: tanggalin mo cellphone subscription, at 2000/mo at least binawasan mo ng income yang mga cellphone companies. Lakas mag ads, pero kunti ang staff sa mga bus centers nila :evil: :evil: :evil:
