You dont mess with it if working properly.
This how you do. Drive your car in the freeway on the flat surface as you were in the fourth gear then slowly drop down your speed then shift to third gear as you picking up speed again, if the Revs. wasnt there instead of surging like growling lion and stallion to kick again then maybe your turbo isnt doing its job.
If you are really worried, take your turbo to the specialist to have it bench tested.

so if it kicks up when i shift down the turbo still works? or would a turbo timer with a meter help?

Believe me, I dont know what timer you have. I guess the the number 1 is the time that is set for...let say's 1 minute and the number 3 is set for 2 minutes. You can tell if the turbo timer works by having your engine keep running for a certain amount of time so the turbo can cool down. Timers are good if you do alot of freeway driving otherwise your engine will shut off with the turbo still hot and spinning and a turbo timer helps the turbo last longer by letting it cool down.

imo, I would prority investing on boost gauge. this is the simpliest way to check your turbo's stats. and it's cheaper than the timer. but it cannot detect oil leaks though...
in turbo timer, you can be your own alternative timer, you don't shut your engine for min,sec yourself.
but if you have the money for both gadgets. then go for both.
