The consensus is that this helps clear the engine of carbon build-up, especially if you udont drive out of Metro Manila.
The reason why it's called the Italian Tune-up was because old Italian cars (i.e. old Ferraris) needed to be revved high to prevent the plugs from fouling up amongst some.
rev high then let go of the accelerator. dapat mabagal ang baba ng rpm para mas effective.

this is done a lot on the dyno. pang tangal carbon deposit. many times you gain a little hp (1-2) after natangal na lahat.
Used to do this a lot, when gas prices were much cheaper, ngayon ko lang nalaman Italian tune up pala tawag dito.

Best to race the engine under load, but find someplace isolated or empty to do this.
On the racetrack is the best. After a 20 minute track run, most of us in the ford club felt our engines loosen up and run better.

Yup, shift at or near the redline in every gear, and do it under load (while moving)... not while parked. Revving your engine while parked is a good way to shorten the life of your cooling system. :lol: Sabi nga ni Mazdamazda, you should be able to hold onto the revs after letting go of the gas, and you can only do that while in gear and moving. :D
About five to ten minutes of "hooliganism" should suffice. Don't do drag-race style peel-outs or burn-outs, though, and take it easy on your gearbox... oh, and don't bounce the engine off the rev limiter... it's not good for the engine. Oh, and don't do it on a hot day, please... you might damage or overheat the electronics.
