i think all other things being equal except engine size, the gas mileage would be the same. e.g. corolla AE101 GLi and XE. because even though the XE has a 1.3L engine vs. the GLi, it's hauling the same weight around, and the "hotel load" is the same (aircon and power steering).
as for the 2.4L -- baka naman VVTi-L na camry yun :P i've "heard" that the 2.4L camry engine gets 1.6L mileage due to the VVTi-L.
personally i think 8.7km/L for that sort of driving is already acceptable. heck, here i am suffering with 6km/L mileage..
I think your gas consumption is way to high for that little engine. By comparison, here is some of my vehicles consumption;
3.3 truck - 20 mpg = 8 km per liter
3.0 van - 22 mpg = 9 km per liter
2.0 car - 35 mpg = 14 km per liter
It would be a good idea to get your car tuned-up by a trustworthy mechanic. Not all casa/dealer mechanic is good and not all run-down mechanic is bad, its how they work and how long they guarantee their work.
Actually, his consumption is just right for a carburated 1.3 here in Philippine conditions. Philippine traffic and heat often result in a huge consumption penalty as opposed to US urban conditions.

under heavy traffic it may be possible na 8.7km per liter city driving. my route from katipunan to cainta and back is not subject to heavy traffic, thus i get 10km/L. 1996 Sentra LEC 1.3, aircon is always on.
I fill up every monday once a week, full tank "sagad". log my km and the gas that was loaded in my phone. average of 10.29km/L from Jan of 1996 to Sep 6, with 5 out of town trips only up to tagaytay.
for the past few days, I've been driving a Toyota Corolla XE 1.3 (m/t)
city driving - 7.5 km/l (+/-5%)
highway - 9 km/l = speed didn't exceed 80kph
ang lakas noh? looks like it needs some attention...
Also take into account what youre hauling... baka lagi kang may mabigat na dala. My 1.6 baby goes 8.8 km/l at full tank pero pag hindi 12+ km/l ang nagagwa ko. This is mixed city/highway... highway ang mas matimbang.
Proper tuneup will cure that. I heard from my friends an XE could go past 10 km/l.
my 1997 kia pride 1.3liter mileage is 8.5km/liter
aircon always on. carb engine. total kms travelled e 98k

i have a 2000 reg fiat uno 1.0 and runs at 16km/l, naka-on lagi a/c. 110kms daily laguna - cavite - laguna. pag tuned up could reach 18km/l. proper maintenance lang talaga.

charade ko usually 10-11km nakukuha ko sa 1 litro...some even have 14 for city driving lang...sa highway umaabot ng 18 ang charade

16km/L is not that amazing considering na halos all highway yung route mo (cavite-laguna).
it should be in the manual. vios has a 45-liter tank. baka pareho din.
pero that's misleading, kasi ang "full tank" sa gas station, kahit sagad, hindi aabut dun sa capacity ng tank. because to get the capacity of the tank, dapat maubos totally yung laman nung tank before refill. which is bad kasi yung mga latak at the bottom of the fuel tank will get stirred up and get into your fuel pump. baka mabara pa yung fuel injectors mo.
yung 96 ko na XE makes 10km per liter.
yung gli ko 8.5km per liter.
so mataas yang consumption mo. check your plugs. baka basa na.
