From what I see the problem is a general lack of discipline, the solution ought to be education and enforcement, not taking people off the road.
imho either motorcycle riders and drivers of 4 wheeled vehicles are disciplined it would be very accident prone if both would share a common road unless there are designated bike lanes
My take on this: EDUCATE the driver. There should be a new driver's license program that would test all new and existing drivers of their competency. Motorcycles has nothing to do with this. Marami lang talagang mang-mang or bobong driver sa daan. Or they sometimes play ignorant and stupid. This affects drivers of motorcycles and 4-wheeled or more vehicles.
I vote not for the bill.

banning motorcycles in highways could prove to be very disadvantageous to the economy because
1. many motorcycle riders work in factories only accessible through these highways.
2. couriers use motorcycles for delivering parcels and would definitely use highways most of the time
3. distributors of various products, particularly in the provinces, mainly provide motorcycles for their sales personnel to promote & sell their wares. and most of the time, the highway is the only option.

eh dapat siguro mas stringent na lang sa pag issue ng restriction code 1 sa licenses atsaka sa pag bili ng motorsiklo eh dapat may training na requirement. pag walang certificate na dumaan sila sa training eh di sila pwedeng bumili ng mototsiklo or magkaron ng license.

Ikaw naman, hindi naman sa lahat ng aspect ganun ako mag-isip. I just tried to ponder bakit gusto na lang i-ban ung mga MC instead of stricter enforcement. The way I see it, kaya ganun sa ibang countries e there are far fewer undiscplined drivers there than here, and mas konti ang commuters kesa dito. Parang self-regulating ang traffic doon, exception ka kung hindi ka marunong sumunod. Dito almost "the norm" na ang di-pagsunod. Kaya mas madaling maging strict doon. Not to mention mas developed ang traffic infrastructure nila.
Yes you can say that maraming disciplined drivers, and I can see that based sa mga nag po post dito sa tsikot. Pero IMO that group is only speaking for themselves, they are not speaking for others who think otherwise. Kaya nga I said sometimes the nature of the vehicle can influence the driving habits of the driver. Sasabihin nila "kaya nga ako nag-motor e para makatipid sa gas at makarating agad sa pupuntahan, nag motor pa ako kung di ako sisingit." Ung iba kasi ang view nila sa MC ay one tool for bringing you from point A to B, and nothing else, so sa kahit anong paraan i-enforce nila itong purpose na 'to to the point na risk takers na sila and walang respect sa ibang gumagamit ng kalsada.
Not to mention ginagamit ang MCs ng ibang may masamang balak.

Yes I'm in favor, but I admit I'm skeptical. Maybe they can ban MCs pero temporarily lang until they can plan and implement a better solution.
Of course, strict implementation of traffic rules and regulations is still the best solution.
Stricter licensing procedures is feasible, but requires time and careful planning, hence the temporary ban. Hmm, ung isang suggestion na nabasa ko dito, I think mag work, ung habang dumadami traffic violations and accidents nagmamahal ang renewal fee. Hehe eventually ung talagang pasaway parang maba-ban na rin kasi hindi na makakapag-renew. Pero harsh nga lang, sana pde niya palipasin ang ilang months para bumaba ulit ung renewal fee niya, but with more documents to submit. And pde rin naman mas frequent ung renewal, yearly rin ba sa MC? Licensing po ah bukod ung registration ng MC mismo.
I don't think allocating a dedicated lane is good. Sayang lang ung lane. It's better allocated sa mga jeepney's which is in my observation di hamak na mas maraming nakikinabang kesa sa MCs albeit majority of them are traffic obstructions. And incompatible talaga ung MCs sa mga four-wheelers, lalo na sa mga highways na dinadaanan din ng trucks and buses. Road widening? Naku laking gastos niyan, not to mention super tagal.
Sabi naman nung TS e sa Metro Manila lang, hindi kasama ung sa mga provinces. IMO mas madali manghuli ng banned na vehicle, because once you see it, huli agad, hindi mo na hihintayin na magkaron ng violation. Parang may detour na.
I'm sorry pero in my observation talagang may effect if majority/minority is disciplined/undisciplined. By my intuition mas madali lagyan pag traffic violation, mas mahirap pag ban. Ung binabayad natin sa congressman, well, I think its a different story, lam mo na, its scope is broader than this issue.
the only solution to this problem is to work in an area where you are only 5-10km away from your home, if not 100 meters lang like in urban area condos.
at least ma-lessen mo i-burden ang sarili sa kalsada and motorcycles and PUVs.
if your business will require you to go on the field most of the time, hire agents and stay at the office and run your business a centralized mode using modern technologies.
if youre an employee, then work hard so that you get promoted and you will not do field work anymore.
if youre self-employed, then use the power of the communication technology to lessen your field work.
THE BEST WAY to avoid these problems is to avoid all these chaos in the streets literally. let them fight it out like the rat race out there. wala naman talaga solution sa problema eh. make your own world ika nga.
another bill na naman??? kung yung yellow lane sa simula lang nasunod yan pa kaya? what we need is proper implementation at hindi ningas cogon. we have to many laws na with regards to traffic na hindi naman nae-implement continously, religiously ng mga enforcers...
