One major difference is those countries in the video have a cold or cooler climate which makes cycling an enjoyable activity. Doing the same thing here and you end up looking you got trapped in a steam sauna & smelling like a pair of used gym shorts.

It's not just a matter of adapting the laws... but also the PROPER infrastructure to make it safe for the cyclists, motorists and even pedestrians as well.

As for the video, it might look inviting but if you have been to the Neatherlands or at least Amsterdam, you'll know that there are streets, paths, even bridges reserved/limited to just only pedestrians and bikes. It might be noteworthy to know that this is the same country where you can legally buy & smoke marijuana from "coffee shops" and the "red light" district is government regulated and also a national tourist attraction.
