So Technically Mild hybrids dont count since they can be propelled by electricity. Only pure Hybrids, PHEV and EV should be exempt but i think some manufacturers where able to lobby their respective Mild hybrid to be included in the list, so Hybrid is placed in the OR and when shown to MMDA enforcers would qualify as exempt from coding which it should not be.
Pure Hybrids(Toyota Hybrids, etc) can only travel up to a certain speed in full EV mode. Either after a certain speed or a reduction in battery percentage will trigger the ICE engine to take over.
PHEV hybrids can go full EV mode even at higher speed as long as the battery range is within reasonable percentage. so they can technically go full EV without starting the ICE engine.
