I think the only 4G63 now with MIVEC is the current Evo's turbocharged engine.

The 2008 Lancer will be based on the GS Platform(Dodge Caliber was one of the first vehicles to use this new platform) other than that there is not much info on the 2008 Lancer, but here are some rumors and speculations...

The all-new Lancer is rumored to be using GEMA(Global Engine Manufacturing Alliance) World engines, a joint venture between DaimlerChrysler, Mitsubishi Motors, and Hyundai Motor Company.
The World Engines are currently available in 3 sizes, 1.8, 2.0 and 2.4 liters.

Based on this rumor, I'm guesing that there is a possibility that instead of seeing an updated naturally-aspirated 2.0 liter 4G63 in the all-new Lancer, we might see a Mitsubishi version of the 158hp DOHC 2-liter World Engine used by the Dodge Caliber instead.

Here's another rumor, to fill the gap between the regular Lancer and the Evo, the 2008 Lancer Ralliart might have a turbocharged engine(milder than the Evo's of course) and possibly AWD.
