There are many good suggestions here already like processing it here instead of exporting the raw ore.
Also, let us prohibit small-scale mining. Contrary to popular belief, it does not benefit the small miners. It just put them in a high-risk situation due to lack of proper safety gears.
But it the end it boils down to proper regulation. Kahit pa anung klaseng mining yan, kung hindi mo babantayan, mas malaki ang magiging pinsala kesa sa benepisyo.

I am in for regulated and responsible mining.
The government should also bring in support industries for mining to process the raw material into finished products.
Heavy water mining, now possible and practical?
Also, any chance of finding natural dilithium crystals or a similar mineral?....
