I guess Abaya won't be in anyone's list if he ran for a national office next year. With all the last minute infrastructure work making traffic from bad to worst...

    By Joel E. Zurbano | Aug. 18, 2015 at 12:01am

The Metro Manila Development Authority has described the potential traffic situation in the eastern part of Metro Manila as “bloody” once the construction of Light Railway Transit (LRT-2) extension project starts next month.

But for Transportation Secretary Joseph Emilio Abaya, the traffic gridlock that may come about with the construction of LRT 2 extension affecting motorists and commuters residing and working in the areas of Antipolo, Marikina, Cainta and Pasig may not be “fatal” at all. “Hindi naman siguro fatal yan,” Abaya said over TV Patrol. He said “not fatal” means “not burdensome to the daily lives of the people.”

MMDA chairman Francis Tolentino last Friday advised motorists and commuters to brace for heavy traffic with the East Expansion Project construction. “Madugo ito. Many will be affected when the construction starts because we have a number of subdivisions, residential areas and schools here,” said Tolentino.

To ease traffic, the MMDA is now preparing a traffic management plan to be carried out during the construction of the P2.27 billion project awarded by the government to D.M. Consunji Inc.

The scheme, according to Tolentino, will be enforced in an effort to help ease traffic and make travel easy for the public.

Under the proposed traffic scheme, the MMDA will reduce the five-lane Marcos Highway to four lanes, freeing up a lane for the construction.

The agency will also designate alternative routes in Sumulong Highway, A. Rodriguez—J. Rizal, Felix Avenue—Fernando Avenue, Calle Industria, Kaginhawaan and Ortigas Avenue Extension while intersections will be opened to motorists on Felix Avenue, Amang Rodriguez and De La Paz.

MMDA general manager Corazon Jimenez said a detailed traffic management scheme is needed for private motorists, public utility vehicles and commuters to prepare and plan their scheduled daily road trips.

The construction of LRT-2 East Extension from the railway’s current end-station in Santolan in Pasig City to Masinag in Cainta, Rizal will be undertaken by DMCI, which bagged the contract with a bid of P 2.27 billion.

If the project has to be done, then it has to be done. If not now, then when? What's the alternative? The project will inconvenience everyone regardless of start date. Might as well get started on it and hope it gets done eventually.

    Yep!

    Strict on schedule sana.

    Hindi puros pampapogi lang.

Since for the benefit of the majority naman.

Traffic in the Metro really worsened, before pangarap ko lang to buy my own car.

The hell with commuting, kahit matrapik ako kako basta may sarili oto.

Pero ngayon gusto ko na manirahan nearby our workplace, to add-up yung magkaiba kayo ng location ng office ng spouse mo eh problema pa lalo.

Stress ka na sa trabaho. Pag uwi mo din ng bahay stress ka pa din.

And stress is fatal to our health.

    Pffft!

Obviously this guy is oblivious to the stresses all of us have to go through. The stress and pollution is killing people, albeit slowly but surely.

Traffic has reached a point where the quality of life has already deteriorated drastically for a lot.

Isn't that (already) happening almost everywhere in Metro Manila even where there is no construction?

Sakto,- kahit walang construction,- heavy traffic,-

    O wala pang construction iyan!!!

Hayun,- kaya pala bata-bata nito si Vitangcol e,- parehong UP College of Engineering sila....

At pareho pang nag-abugasya (iba nga lang school)...

Napakarami pa naman ng kotse ni CVT.

But seriously, even with our overburdened roads, if these agencies and their heads take the time to drive around more often like a normal citizen does, they can see that this can still be alleviated with a lot of enforcement and flow management to ensure that the bottlenecks are managed and traffic can still move (and not just be in gridlock).

    2 1/2 years of pain...

Bloody traffic doesn’t have to be so bloody painful
REMOVING CHOKE POINTS ON MAJOR ROADS CAN DO WONDERS TO EASE TRAFFIC FLOW

The pain brought by Metro Manila’s traffic is bound to get worse before it gets any better.

Construction work has just begun on major connector roads within the city. The Skyway 3 project that will link South Luzon Expressway to the North Luzon Expressway via an elevated toll road is in full swing.

Roads currently affected are Osmeña highway and G. Araneta Avenue. Motorists traveling along Osmeña highway are reporting that drives which used to take 45 minutes are now stretching up to an hour and a half.

The roads adjacent to the airport terminals are now notorious for crawling speed due to the rushed construction for the airport elevated connector roads.

Meanwhile, roadworks for the LRT 2 line extension from Santolan in Pasig to Masinag in Antipolo just broke ground last week. After meeting with the LRT 2 project group, Metropolitan Manila Development Authority (MMDA) chair Francis Tolentino said that the project will aggravate traffic conditions on Marcos Highway for the next two-and-a-half years. The word he used was “bloody.”

Worsening traffic flow is expected starting on the third week of September. This is expected to affect surrounding roads such as C-5, Katipunan Avenue, and Sumulong Highway.

“This is bloody,” Tolentino said. “There are many subdivisions, residential areas and schools [in the area]. It will be felt for two and a half years. All of us will have to adjust here.”

With all due respect to the chair, the adjustments that will be most effective in helping to minimize the impact has to be done by traffic management.

Take Marcos Highway as an example. Part of a 110-kilometer artery road, sections of the highway have been expanded into 10 lanes, five on each side. Unfortunately, during most times of the day, and particularly at peak traffic hours, jeepneys use at least two lanes as their unloading points. This chokes traffic up to several kilometers back.

The LRT 2 construction is starting to eat up at least one lane at the center. This leaves only one to two lanes for cars that are going through. And that’s on a clear day.

When rain pours, jeepney passengers begin spreading out on the highway itself as they try to hop on the next available jeep.

Facilities exist to allow jeepneys to load and unload without hampering traffic flow. Below the Marcos Highway bridge is a transport terminal, with multiple bays and lanes for proper handling of passengers and vehicles.

Robinsons Metro East has designated a corner of the property as a jeepney terminal. Neither facility has been fully utilized, and jeepneys instead continue to use all parts of the highway as their drop-off points.

These choke points of Marcos Highway—at the LRT Santolan station and at Robinsons near the corner of Felix Avenue—bring traffic to a halt every single morning and evening, and yet precisely nothing is being to change the situation.

The same thing is happening at various points along all major roads: Edsa, C-5, Quezon Avenue.

Motorists are imploring the MMDA and city traffic officers do more than just stand by and allow traffic to become even more bloody. Remove these choke points and allow traffic to flowbefore Metro Manila suffers a traffic-induced stroke.–With reports from Kristine Felisse Mangusay and Miguel R. Camus

Nag-sorry si Sec Abala... probably he relize because the insensitive comment will reflect on their pambato in 2016...

DOTC chief gives 'deepest apologies' for saying Metro Manila traffic 'not fatal'
    By Louis Bacani (philstar.com) | Updated August 20, 2015 - 6:03pm

MANILA, Philippines - Transportation and Communications Secretary Joseph Abaya apologized on Thursday for his statement downplaying the traffic mess in Metro Manila.

"I extend my deepest apologies to the public, for an off-the-cuff statement made earlier in the week, which understandably came across as reckless and insensitive," Abaya said in a statement sent to Palace reporters.

"I am aware that what I said has only added to the frustration and the suffering of the public. I am profoundly sorry for this," he added.

Abaya was referring to his controversial comments about the traffic in the metro that he made in an interview last Monday with ABS-CBN's TV Patrol.

"Hindi naman siguro fatal iyan," he said, but quickly clarified that what he meant was traffic was "not burdensome to the daily lives of the people."

Abaya claimed that his office knows the traffic mess in Metro Manila and that they are addressing the problem.

"With this apology, I wish to assure the public that we are well aware of the situation we all face every day. Please be assured that we are doing everything in our power and exerting the maximum effort to ease traffic in Metro Manila and the surrounding areas," he said.

However, Abaya added that some of the solutions to the traffic woes "will take time."

He cited the LRT-2 Masinag extension project which will require two years of construction.

"This is precisely the infrastructure needed to ease traffic congestion in the area. Our goal in extending the rail system to Masinag is to provide a more efficient and reliable commuting option to those affected," he said.

Abaya "humbly" asked the public for patience and understanding amid the ongoing projects.
