I wonder what document will prove that my wife is related to her brother? The brother died in the US and my wife wants to attend the funeral but one requirement to get a Visa is proof that they are related. Can't get NSO birth certificate of the brother cause they won't release it if you are not a direct descendant. The brother's wife is under medical treatment and they have no child who would know if they kept a copy of his birth certificate, if he did keep one in the US.

IIRC it will be released kung sino umorder, not necessarily kung kanino nakapangalan yung docs.

Just ordered from nsohelpline last month for my mother-in-law and her two sisters.

The courier will not release the documents unless you have printed the authorization letter attached in the email that they sent together with a valid ID.

You will declare authorized representatives for every document that you will order.

Please present your signed valid original ID and signed valid original ID from any of the following: the owner of legal age, legal spouse, father, mother, son or daughter of legal age, and submit the following upon delivery:

Original Signed Letter of Authorization from the owner of legal age, legal spouse, father, mother, son or daughter of legal age.
Photocopy of the signed valid original ID of the owner of legal age, legal spouse, father, mother, son or daughter of legal age.
Photocopy of the signed valid original ID of the authorized representative/s.

Yes, this is as it should be. Only authorized representative or the owner should receive those documents -- for security's sake as provided for in the Data Privacy Act. Good to know they are following it correctly. In olden days, couriers just leave it to anybody in the house for convenience's sake.
