Been in Ilocos Norte and Ilocos Sur for several days now and naikot ko na halos lahat ng bayan. Lahat rural pa rin.
Even Vigan and Laoag are pretty backward compared to other regional centers. Roads are also in perpetual construction, par for the course with all other provincial roads.
What they have a lot of are monuments and museums, in typical Marcos edifice complex.
Comparing directly to Bicol, since they are both far ends of Luzon, the region hasn't had any tyrannical dictator to back it up yet hindi naman lamang ang Ilocos. I'd say Bicol is even more progressive because it has more equitable wealth distribution. In Ilocos, majority of businesses are owned by a select few, in typical crony fashion. Bicol also has Ayala and SM in Legazpi and Naga respectively. And to think, Bicol is hard-hit by storms on an annual basis.
