It rained here earlier ( about 4:10PM ) for like 10 minutes, then it suddenly stopped as if nothing happened.

The rain was partnered with a strong wind, though.

MANILA, Philippines – Parts of the country will experience rains as a low pressure area was seen east of Oriental Mindoro, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Wednesday.

In its latest weather bulletin, Pagasa said that the weather disturbance was seen 40 kilometers east of Calapan, Oriental Mindoro and embedded along the intetropical convergence zone currently affecting southern Luzon, Visayas and Mindanao.

Central Luzon, Visayas and Mindanao will have mostly cloudy skies with scattered rainshowers and thunderstorms, Pagasa said.

Southern Luzon will have cloudy skies with widespread rain which may trigger flashfloods and landslides, the state-run weather bureau said.

Meanwhile, the rest of the country will experience partly cloudy to at times cloudy skies with isolated rainshowers or thunderstorms, mostly in the afternoon o evening, Pagasa said.

“Moderate to strong winds blowing from Southwest and Southeast will prevail over Southern Luzon with moderate to rough seas. Light to moderate winds blowing from the South and Southwest will prevail over Central and Northern Luzon and coming from the West to Southwest over the rest of the country. The coastal waters along these areas will be slight to moderate,” Pagasa said.

What's the red & blue strip mean? I always see it in CNN weather but I don't know what's that for.
